For the expert, there is a big gap between deploying and using nuclear weapons. Launching a nuclear attack in the Donbass, for example, would amount to contaminating the entire region and a piece of Russia. Even if they decide to target western Ukraine, they would affect a larger region, including part of the NATO countries, which would have direct war consequences.
