The area concentrates large areas of drug crops and dissidents from the Revolutionary Armed Forces of Colombia (FARC) operate there, negotiating with President Gustavo Petro after rejecting the 2016 peace agreement.

“The capabilities of the municipality are insufficient,” he claimed then. That same month, town councilman William Fory, who was seeking re-election, was assassinated.

Since January, deaths from political violence have increased almost continuously, breaking the downward trend that they had seen since the end of 2020, according to the NGO Conflict Analysis Resource Center (CERAC).

The so-called Central General Staff, the main FARC dissident group operating in the area, agreed at the beginning of the year to a ceasefire with state forces.

The truce remains in place despite several violations of the ceasefire.

“For us the situation is very delicate. Over the last four years we have already had situations against the lives of indigenous community leaders, teachers and social assets in the sector.
