It should be clear to all of us that there is a social discontent generalized about the absence of Condition, the absence of minimum and quality public services that we should be able to access in all departments of our country: health, education, infrastructure, water and sanitation, for example. A discontent that does not date from a few months ago, but from many years ago; even more so when the macro figures show a peruvian economy that grew for twenty-one years without interruption, until before the pandemic; from a country whose monetary poverty was reduced from 58.7% in 2004 to 20.2% in 2019; but, that, nevertheless, maintains a multidimensional poverty in almost 40%, that is to say, that 2 out of 5 Peruvians would lack basic services that guarantee a minimum quality of life.

Said discontent has been used by people with outdated ideologies that failed on multiple occasions when they were Government, regardless of the country where they have had power. They hold to the letter that a new constitution It would give the population access to better services, when this does not depend directly on the Law, but on the authorities in charge of converting resources into development and well-being for all.

For example in Fistonly in 2022, the regional government and the municipalities stopped executing S/ 543 million, an amount more than enough to cover the gap of establishments of the first level of care in the department, which in 2021 amounted to 40, according to data from the Ministry of Health (Minsa).

In Cuscoin 2022, the regional government and the municipalities stopped executing S/ 515 million, an amount that would cover the entire health infrastructure gap in the department, which amounts to the construction of 53 primary care establishments and 4 more hospitals , according to the Minsa.

In Arequipain 2022, the regional government and the municipalities stopped executing S/ 1,456 million, an amount that would cover 76% of the sanitation infrastructure gap in the department, according to information from the Ministry of Housing, Construction and Sanitation.

And in Icain 2022, the regional government and municipalities stopped executing S/ 874 million, an amount sufficient to cover 56% of the budget necessary to close the income gap. infrastructure in sanitation of the department, which amounts to S/ 1,567 million, according to the Ministry of Housing, Construction and Sanitation.

A new constitution it will not solve the emergencies of the population overnight; but, on the contrary, it would open the space to, for example, backfire one of the bases of growth and the generation of resources, such as the economic chapter of the Constitution, returning to the Condition entrepreneur and discouraging investment in our country.

The crisis over governance and after a recomposition of the public apparatus, with the return of technical officials in key portfolios, the expectations of improvement of our economy in the medium term they became evident towards the last weeks of last year. However, the violence behind the social protests, which seeks, among other things, a new Constitution: road blockades, airport seizures, kidnappings of people and even police officers, attacks against private property and life itself, looting, among others, repress business confidence, investment decisions and job creation; that is, they do nothing more than paralyze the economy.
