The Argentine Chamber of Construction (Camarco) asked the Federal Administration of Public Revenues (Afip) not to issue debt receipts or carry out preventive seizures due to the situation faced by companies that work in public works.

According to Camarco, the nucleated companies do not receive their payment in a timely manner from the State, but they must pay taxes. Meanwhile, they request measures to avoid the loss of jobs and unfinished works.

Meanwhile, the Chamber requests immediate decisions before the current framework of cessation of payments by the National State with a letter to Carlos Castagneto, head of the Afip.

“Currently, public works construction companies find themselves with an asymmetric system in which they do not know when the certificates of executed work are canceled and those that also have lower values ​​with respect to the real consideration”, reads one of the first paragraphs of the document.

Next, they ensure that this situation occurs as a result of the delay in the issuance of the corresponding contractual price redeterminations.

However, they mention that they must pay the Afip in a timely manner “as a result of the work carried out, but not collected or, in the best of cases, partially collected.”

They insist that “non-payment of tax obligations in a timely manner entails the application of active interest rates automatically, while companies do not receive the interest set by law for non-payment of obligations contracted by the State, exception of going to court, with delays of years and costs.”

In this sense, they request the Afip not to issue the debt slips or carry out the preventive embargoes and other actions foreseen for non-compliance.

“Taking into account that companies exhausted their working capital and resorted to banks at exorbitant rates.”

They maintain that if a solution is not implemented after the order, the companies will not be able to work, which would mean fewer jobs and unfinished works.

Gustavo Weiss, president of Camarco, and the secretary of the Chamber, León Zakalik, signed the letter submitted to the Afip.
