Numerous skyscrapers under construction, modern green neighborhoods and driverless buses running on new asphalt roads are just some of the indicators reflecting the rise of Xiongan New Area in north China’s Hebei Province.

The Xiongan New District, a modern, eco-friendly metropolis with high-tech infrastructure, is one of China’s most ambitious projects. The new area is so developed that no one would believe that this dream city was built from scratch just six years ago.

Located 105 kilometers from the capital Beijing and the coastal metropolis Tianjin, Xiongan was established to relieve Beijing while promoting the “coordinated regional development” of the Beijing-Tianjin-Hebei region. The city is expected to be comparable to the Shenzhen Special Economic Zone and the Shanghai Pudong New Area.

President Xi Jinping visited the city by bullet train on Wednesday and praised the city’s “significant incremental results” while urging continuous, high-quality development that includes innovation, high levels of digitalization, low-carbon development and a resident-friendly environment.

A hub for innovation

Everything is going digital in Xiongan as the high-quality development with scientific and technological innovation progresses.

The driverless buses that are currently being tested are an example of this. In order to improve the efficiency of the traffic network, the vehicles can not only recognize traffic lights and road signs, but also reduce speed or stop at obstacles.

The city also has 153km of “digital streets” where sensors on lampposts can monitor the number and speed of vehicles to avoid congestion. “The construction of the smart city … is exemplary in the planning and management of future cities,” said Weng Mengyong, chairman of the China Highway and Transportation Society.

During his trip, President Xi underscored his vision of “fertile ground for innovation and business ventures.”

The Chinese President also called for pioneering reform and opening-up policies and measures, as well as pioneering pilot and demonstration innovation projects in the region.

More than 510 billion yuan (about US$74 billion) has been invested in Xiongan New District since China announced plans to found the city in 2017. Specifically, China’s state-owned enterprises have established more than 140 subsidiaries and branches, focusing on industries such as information technology, modern life sciences, biotechnology and new materials, among others.

A city for the people

“Xiongan is a young city with great potential,” said Zhao Can, an employee of Hebei Xiongan Urban Construction Co., Ltd. The ex-Beijing native has decided to settle down in Xiongan with his wife.

Zhao is among the hundreds of thousands of young talents attracted by the city’s favorable politics, friendly public services and “green” living environment.

During his trip on Wednesday, President Xi visited a housing estate with more than 5,000 resettled residents and stressed the importance of the resettled residents living well and having satisfactory jobs.

Promoting equal access to basic public services is vital to building a livable and business-friendly city for people, Xi said.

According to experts, the development of Xiongan New District is a prime example of China’s modernization and has historical significance.

“A complete and scientific plan comes first, followed by a nationwide system to support innovative policies. The city is predestined to be a base for domestic technological breakthroughs,” said Cong Yi, dean of the School of Marxism at Tianjin University Finance and Economics.

“It not only reflects where China’s economic strength is rooted, but will also set an example in the world, showing that China’s path of modernization is not only driven by economic growth, but is a multi-faceted development model.”
