No legislature of the Chamber of Deputies, not even in the darkest hours, has declined from its constitutional power to review the exercise of expenditure budgets that only they, the deputies, have the power to approve.
Since the Constitution of 1821, the deputies have audited the exercise of spending through the Treasury Accounting Office, today the Superior Audit Office of the Federation, and this body is obliged to render accounts to the Lower House.
