The draft resolution, signed by the councilor Guillermo “Nano” Caraasks the Executive to report on a series of points such as the operating protocol of the containers, the removal of waste, the location and the plan that the company has to advance in the expansion of the system to reach more neighborhoods.

The text, which took parliamentary status in the last session of the Deliberative Council, the councilor asked the Commune to report how the removal of waste from said containers is organized; what are the sanctions “for those who obstruct this operation, move the containers from their site or cause other types of difficulties” and also what is the link between this container system and the recycling of urban solid waste.

When presenting the project, Cara emphasized the “environmental disturbances” generated by the containers and the “negative impact due to odor and liquids” that are spilled on the street in “Los Hornos, Sicardi, Villa Elvira, El Rodeo and also in the historic center of the city”while considering that the Municipality should fine the company for not complying with the conditions stipulated in the contract.

“We ask again here what the continuity plan is, where it will continue to be placed, what is the regularity in each particular case with which the company must collect the waste”listed.

He also maintained that “neighbors cannot be fined for taking out the garbage after hours”, as happened last year, “and not sanction ESUR” when it does not comply”. “It is the most expensive company in the province of Buenos Aires, is the most expensive: it is a fact. In 2022, the ESUR company charged 7,133 million pesos for the city’s waste collection. The data comes from the Accountability that was raised by the mayor Julio Garro and that will be dealt with next Thursday in the Deliberative Council.

The collection and sweeping service is carried out by the company ESUR, which daily adds criticism and complaints from the people of La Plata, either due to failures in the route or lack of containers. In 2022, the concessionaire took 7,133,616,156 pesos, that is, almost 21% of the 34,239 million pesos that the central administration of La Plata ended up executing throughout the year. The account shows that the expense in the item was 594 million pesos per month and 19.5 million pesos per day.

ESUR SA has formally operated in the city since 2001 and won the concession again in 2018. The “cake” of resources that it had then multiplied considerably from the 1,810 million pesos that it billed in 2019 to the more than 12,000 projected for 2023, according to the budget approved at the end of the year.
