After a year of being announced, President Andrés Manuel López Obrador finally delivered to the Chamber of Deputies his proposal for the merger of 16 decentralized bodies of the federal government, as well as the elimination of the Executive Secretariat of the National Anti-Corruption System (SESNA) and the Mining Fund.

The reform, which adds and repeals various provisions of different legal systems, is intended to rationalize the organizational structure of the Federal Public Administration (APF), to make public resources more efficient, expedite administrative processes and take advantage of national assets properly.

The proposal proposes that the General Coordination of the Comar, in charge of caring for refugees, go from being a decentralized body of the Ministry of the Interior and become part of its Administrative Unit.

While the Executive Secretariat of the National System for Comprehensive Protection of Girls, Boys and Adolescents also ceases to be a decentralized body to be part of the Administrative Unit of the National System for Comprehensive Family Development.

The National Seed Inspection and Certification Service, another decentralized body of the Ministry of Agriculture, will directly become part of the Administrative Unit of this body; meanwhile, the National Institute of Fisheries and Aquaculture is integrated into the National Commission of Aquaculture and Fisheries, a decentralized body of the Ministry of Agriculture.

The Agrifood and Fisheries Information Service will be taken to the Administrative Unit of the Ministry of Agriculture.

The General Directorate of Indigenous, Intercultural and Bilingual Education, which functions as a decentralized body of the SEP, will pass to the National Institute of Indigenous Peoples, like the National Institute of Indigenous Languages.

Likewise, the Mexican Institute of Water Technology will go from being a decentralized body of the Ministry of the Environment to being part of the Conagua; while the National Institute of Ecology and Climate Change would become an Administrative Unit of the Ministry of the Environment.

The National Commission for the Efficient Use of Energy, becomes an Administrative Unit of the Ministry of Energy; The Mexican Youth Institute ceases to be a decentralized body of the Ministry of Welfare and would become an Administrative Unit of the Ministry of Labor.

Just as the National Institute of Social Economy will become a direct part of the Welfare Secretariat and the National Institute for Older Adults now becomes an Administrative Unit of the Welfare Secretariat.

Like the National Council for the Development and Inclusion of Persons with Disabilities, which would cease to be a decentralized body and would pass to the Welfare Secretariat.

The General Directorate of Publications ceases to be an Administrative Unit of the Ministry of Culture and becomes part of the Fondo de Cultura Económica. Finally, the National Center for the Health of Children and Adolescents becomes an Administrative Unit of the Ministry of Health.

The elimination of SESNA is also proposed, so that it is the Ministry of Public Administration that carries out the technical tasks of the National System.

The president argued that said reorganization will eliminate the dispersion of public resources, to direct them to the fulfillment of the substantive functions of the State, which consist of satisfying social needs and building the essential infrastructure for national development.

He said that derived from an institutional analysis carried out in December 2018, the federal government observed a government apparatus “riddled with redundant institutions, with duplication of functions and offices and budget items without purpose or results.”

In addition to accusing that “corruption widespread and converted into a regular administrative practice during the neoliberal period, in which the monumental theft of resources was accompanied by extravagance, sumptuousness and frivolity at the expense of the treasury, have been the insulting counterpart of the poverty of millions”.
