In the sights of the Minister of the Interior after the violence during a demonstration against the “mega-basin” of Sainte-Soline, at the end of March, the environmental movement was to be dissolved in mid-April. But, at this stage, “no decision has been made”, explains Matignon.
Will the dissolution take place? On March 28, the Minister of the Interior announced his intention to dissolve the Uprisings of the Earth, one of the environmental movements at the origin of the demonstration against the “mega-basin” of Sainte-Soline (Deux-Sèvres) , marked by violence between gendarmes and demonstrators. The Minister described the collective as “small group” and accused him d’“business invasions”d’“strong abuses against the police” and D’“calls for insurrection”. A month later, four Councils of Ministers were held and the procedure initiated by Gérald Darmanin, which was to be effective in mid-April, as he explained to the JDD (paid item)is still not implemented, Thursday, April 27.
Contacted by franceinfo, the Ministry of the Interior refers to the services of the Prime Minister. “The dissolution of an association or a de facto group is a heavy decision, it is strictly framed legally. At this stage, no decision is taken”answers Matignon, without further explanation.
The Earth Uprisings lawyer considers two hypotheses. “The first is that they are still looking for elements to justify a dissolution which, as it stands, is illegal because it is insufficiently grounded in material and legal terms, exhibits Aïnoha Pascual with franceinfo. The second is that they realized that disbanding a movement of this magnitude made no sense.”
“It’s always a card they have in hand”
During the contradictory procedure prior to any decision of this type, the lawyer argued that the elements of the Ministry of the Interior were “either unfounded or materially not established”. She accuses the government of “syllogism” inconclusive: the Uprisings called for this demonstration in Sainte-Soline, during which there was violence, so the collective is responsible for it. “The government does not blame the inter-union for the violence during the demonstrations against the pension reform”compare-t-elle.
Léna Lazare, one of the movement’s spokespersons, wonders about the impact of the wave of support (like this column signed by 300 personalities in The world) received by the movement since the announcement of the dissolution. She also points to the absence of incidents during the demonstration against the A69 motorway in the Tarn, also supported by the Uprisings. “There was no tension, it’s complicated to pass us off as a violent group”she points out.
The activist, who believes that the horizontality and diversity of the movement would make any dissolution ineffective, does not think that the Uprisings are “out of trouble”. “The announcement of this dissolution was a desire to silence us, it is always a card that they (the government) have in hand”, she believes. The next action of the environmental collective is scheduled for May 5 to 8, against the A133-A134 motorway project near Rouen (Seine-Maritime).
