After a possible election victory, the Berlin CDU wants to hold a convention to change the state constitution this year in order to fundamentally restructure the Berlin administration. “I want this constitutional convention to complete its work within a year. Then the results must be available,” said CDU top candidate Kai Wegner at a joint appointment with the party’s administration expert, Member of the Bundestag Thomas Heilmann, on Tuesday.

Wegner therefore wants to redefine the responsibility between the districts and the state. The state level must be much more centrally responsible for all major projects than it is today.

“On the other hand, I want to strengthen the districts on local issues.” Where a zebra crossing or playground goes, decisions should be made there directly. “The districts must have more decision-making power and more financial sovereignty here,” said the CDU top candidate.

There, the city dwellers should be able to carry out and apply for services online. “In this way we create free space in the citizens’ registration offices, where people who cannot or do not want to be digital can get their services,” said Wegner.

However, significantly more time will be needed for this, said Heilmann. “We can be happy when we have the structural reforms in place at the end of the legislative period.” If only because a two-thirds majority in the House of Representatives would have to be organized for a constitutional change.

With an emergency program, the first changes in the Berlin administration are to be implemented this year. “We have to turn the big wheel without forgetting the short-term measures,” said Wegner.

In addition, the biggest time wasters in the administrative files would have to be found and eliminated quickly. He had already done something similar when he was Senator for Justice – with changes to the decisions by the social welfare offices. Subsequently, the lawsuits before the social courts would have halved, he explained.

In addition, non-sovereign tasks should be transferred to private providers in the future. As an example, Heilmann cited the sluggish solar expansion on public roofs. This could just as easily be implemented by a private company commissioned by the state. In return, the staff of the state-owned Berliner Immobilien Management GmbH would no longer be tied up.

Awarding by authorities, schools and universities should also be centralized. “All procurement offices are allowed to work for all authorities,” said Heilmann. There are authorities with a particularly large amount of expertise for every subject area. They should also do the job on behalf of others instead of running a number of similar processes in parallel.
