Importing cars in 2023: which vehicles are exempt from VAT?

Published on December 29 in the Official Journal, the finance law for the 2023 financial year provides several advantages for Algerians wishing to import a vehicle less than three years old.

Between tax benefits and tax reductions, all roads to the acquisition of a used car lead to this formula. And this, in the face of a fairly high used car market.

According to Article 20, certain all-terrain tourist vehicles (4×4) are exempt from value added tax (VAT). These are indeed vehicles with a cylinder capacity less than or equal to 1800 cm3 with petrol or hybrid engine (petrol, electric).

But not only, 4×4 vehicles with Diesel engines less than or equal to 2000 cm3 are also affected by the abolition of VAT. Is there a condition? Yes ! Only the mujahideen and the invalids of the national liberation war residing in the Wilayas of the great south are concerned by this formula.

What are the benefits for importing disabled cars?

In addition to the mujahideen, the 2023 finance law also provides reductions for the disabled wishing to buy a car under three from abroad.

People with motor disabilities who hold a category “F” driving license and certain members of their families benefit from an advantage on certain vehicles.

Indeed, they have the right to import, by paying 0 Algerian dinars of value added tax, every five years cars with Diesel engine not exceeding 2500 cm3.

Better still, the disabled and certain members of their families also have the right not to pay VAT on the importation of petrol cars with a power not exceeding 2000 cm3.

It should be noted that cars with Diesel engine are not allowed for import for the general public. According to the Minister of Industry, this decision was taken because this type of engine will soon disappear to make way for the electric. Moreover, this is one of the reasons for promoting the import of “Hybrid” vehicles.
