Is the welfare state really fulfilling its mission? Many citizens feel that the state does not live up to the obligations of the social contract. The school the children attend does not deliver the knowledge that is expected, healthcare has long queues and there is concern that elderly relatives do not receive the care they need. Trust in the social contract thus risks falling.
