Last autumn, God kveld Norge was able to report that Therese Johaug (34) and her fiance Nils Jakob Hoff (37) had big plans for the development of the villa in Holmenkollen.

The couple had then applied to the municipality to excavate the basement, among other things to build a larger training room, storeroom and wine room.

Almost half a year later, little has happened on the property.

Since the building application was submitted in August last year, the Planning and Building Agency has requested more information several times in order to process the application.

Lack of permission

According to the agency, the application was deficient, as the drawings of the home “does not match drawings submitted in previous building cases for the property.”

– It is true that the application we received for the excavation of a basement at this address was not sufficiently explained when we received it the first time, says press contact at the Planning and Building Agency, Atle Jan Larsen, to Good evening Norway.

The problem has been, according to the answer from the responsible applicant Jensen Bygg-Team AS, that the requested drawings are difficult to obtain or cannot be found.

It now also turns out that the home from an old building case lacks both a use permit and a completion certificate:

“There is no use permit or completion certificate for the home applied for”, according to a letter from the Planning and Building Agency sent at the end of November last year.

It is pointed out that the deficiencies are from a previous building case on the property, and that this must be in place before new measures can be applied for on the property.

Put on pause

In mid-December, Jensen Bygg-Team informed the agency that, as a result of the deficiencies, they would request a statement from the Urban Environment Agency and the Real Estate and Urban Renewal Agency.

But these actors have also requested more information, and as of today, the construction case for Johaug and Hoff has been put on hold by the Planning and Building Agency:

“The matter is put on hold until we have received the necessary statements from the above-mentioned authorities. When this is available, we can process the application for measures in parallel with any application for a completion certificate.’

They stress to Good Evening Norway that it is the responsible applicant’s responsibility to obtain the necessary information.

– If there is a need for additional information or statements from other agencies and authorities, it is the responsible applicant’s task to shed light on the matter based on the available information. This is so that the Planning and Building Agency can make a decision, says press contact Atle Jan Larsen at the Planning and Building Agency.

He says that it is relatively rare that the information requested by the agency cannot be adequately explained, so that they can make a decision.

Good evening Norway has tried to get a comment from responsible applicant Jensen Bygg-Team AS. They have not responded to our repeated inquiries.

They have been given an extended deadline for requesting a completion certificate until 15 February.

Therese Johaug’s manager, Jørn Ernst, says that they do not want to comment on this case.
