The Morenista senator pointed out that the plenary session of the upper house would be consulted if the rest of the project is turned over to the Executive in the terms sent by the deputies.

The United Committees on the Interior and Legislative Studies of the Senate plan to endorse this Monday in session the opinion of Plan B of the electoral reform, eliminating the clause of “eternal life” of political parties.

The commissions chaired by senators Mónica Fernández and Rafael Espino circulated a draft opinion on Sunday that will be discussed in this Monday’s session, in which they do not approve the modification made in the Chamber of Deputies for not adhering to article 72 of the Constitution , which establishes that any law that is not exclusive to one of the chambers must be discussed successively in both.

In this sense, it will be proposed that the full Senate be consulted if the Federal Executive should be turned over to continue with the procedure, without the so-called “eternal life clause” for political parties.

Through his Twitter account, the president of the Political Coordination Board of the Senate of the Republic, Ricardo Monreal Ávila, announced that today the commissions circulated a draft opinion that does not approve the modification of the Chamber of Deputies to article 12 of the General Law of Electoral Institutions and Procedures (LGIPE) for not adhering to the Constitution.



He explained that the first reading would be given in next Tuesday’s session, and on Wednesday it would be discussed. Likewise, he listed the steps to be followed in the process of processing planned for Plan B in the Senate.

“The Plenary can approve the ruling and decide whether to turn the rest of the project over to the Executive (429 articles) or agree to what was sent by the Chamber of Deputies and turn over the entire project to the Executive, with the modification to article 12 of the LGIPE (430 articles),” he posted.

Lastly, he mentioned that “the Senate will assume its duties responsibly and adhere to the regulatory and constitutional procedures.”
