Municipal Legislature approves new public order code in San Juan

The Municipal Legislature of San Juan (LMSJ), approved this Friday Ordinance Project No. 53, which establishes the new “Code of Public Order for the Municipality of San Juan.”

With the support of the majority of the members of the Municipal Legislature, the residents of the Capital City will have a “Code of Public Order” balanced between the needs of the more than 330,000 residents of San Juan and the commercial system.

“After extensive public hearings where San Juan residents and merchants had citizen participation and were part of the discussion, the LMSJ concluded that, with the approval of this Public Order Code, residents, visitors, and merchants will be able to enjoy a Safe, clean, serene, orderly and habitable capital, all of this without undermining the right to free trade of merchants”, said the Hon. Gloria I. Escudero Morales, president of the LMSJ.

“There were dozens of residents and merchants who testified before the LMSJ, where the majority agreed that for a healthy coexistence it was necessary to control the permits granted to entertainment businesses and limit the hours of sale and sale of alcoholic beverages from certain hours of the night or early morning. Likewise, the commercial sector of San Juan recognized the good intention of the piece of legislation to improve the quality of life of residents by mitigating excessive and unnecessary noise pollution. Thus, this afternoon and after a comprehensive analysis we lowered the Code to a plenary vote and with a total of 13 votes in favor, 3 against and one excused, we approved and presented to all San Juan residents a Code of Public Order tempered to the claim from all sectors”, detailed Escudero Morales.

Regarding the sale and sale of alcoholic beverages, the Municipal Legislature validated that the sale and service will be authorized from Monday to Friday between 6:00 a.m. and 1:00 a.m. Meanwhile, on weekends (Saturdays and Sundays) the Hours will be from 6:00 am to 2:00 am, and the same on state and federal legal holidays that fall on Monday.

On the other hand, in order to maximize environmental quality and the tranquility of residents, visitors and tourists, unnecessary or excessive noise such as “voking” produced by amplification systems such as loudspeakers, megaphones or similar devices that bother or disturb the Pacific, were prohibited. live, this with the exception of those protected expressions or freedom of expression.

In order to maximize access to pedestrians who use the sidewalks, sanctions will be imposed on people who obstruct them and limit the free movement of people.

During the citizen participation, the residents presented other concerns that were addressed and included in the Code, such as the prohibition of repairing motor vehicles or electrical appliances on public roads. Likewise, it approved that any person who walks or drives a pet in a public space must collect the waste or excrement that they deposit using polyethylene bags. Otherwise, they expose themselves to a fine of $250.00.

The new Public Order Code will enter into force 90 days after the publication of an edict in a newspaper of general circulation.
