Mexico City.- Minister Norma Piña Hernández chaired this Tuesday her first plenary session of the Supreme Court of Justice.
It was the first time in the Court’s two centuries of history that the Plenary was chaired by a female Minister as such, since on previous occasions, Ministers Olga Sánchez Cordero and Margarita Luna Ramos had also presided, but only provisionally, as deans of court.
The public session only lasted about half an hour, to review an action by the Labor Party against a reform to Coahuila’s Political-Electoral Challenge Means Law, which was declared unfounded.
Piña decided to leave until Thursday the discussion of another project on the electoral reform of last September in Coahuila, which addresses multiple issues and will require some 27 votes, after which the Court will finalize the rules for the election of Governor and Congress in that entity, on June 4.
In today’s session, Piña limited himself to leading the discussion, but towards the end of the debate, he questioned his colleague Margarita Ríos-Farjat what type of interpretation was being used for the sentence, if it was consistent or systematic, concepts that are very different each.
Ríos Farjat clarified that it was a systematic interpretation, which facilitated the approval of the project.
The conduct of the debates in the Plenary of the Court has become increasingly complicated, particularly due to the practice of the Ministers of agreeing on the meaning of the projects, but with different arguments from each other.
The previous president, Arturo Zaldívar, repeatedly reiterated to his colleagues the importance of having coincident arguments that support the written versions of the sentences, since after the judicial reform of 2021, said arguments have the force of mandatory precedent for all courts. from the country.
Minister Piña, who will no longer participate in the First Chamber and will stop preparing sentence projects, will begin these days the process of renewing high-ranking officials of the Court and the implementation of points in its work plan.
