The Berlin interior administration wants to polish the image of the state of Berlin in terms of digitization. This emerges from a meeting document entitled “Public perception of digitization” for the Senate meeting on Tuesday, which is available to the Tagesspiegel. Interior Senator Iris Spranger (SPD) attests Berlin “above all a perception problem and not an implementation problem” in the digitization of the administration.

Chief Digital Officer Ralf Kleindiek therefore wants to make the “progress in administrative modernization” even more visible and “more familiar with digital services”. Administrative processes should be formulated simply and the user-friendliness of digital services should be increased. The digital administration must be perceived more as a support and relief. Therefore, money should now be invested in marketing activities.

Among other things, the so-called digitization dashboard is to be made public. In the future, the online procedures that are available to citizens or companies in the authorities should be displayed on an interface that is as clearly designed as possible. As one of the next innovations, digital re-registration of apartments should be possible this spring. This eliminates the hassle of going to the office for many.

Berliners have a rather negative image of their administration

In their analysis, Spranger and Kleindiek refer in particular to the UN eGovernment Survey 2022. In a global comparison of large cities, Berlin came in first. The offer on berlin.de, the digital participatory budgets in seven districts and the data protection officer were evaluated.

In the e-government monitor 2022, Berlin came sixth in the comparison of the German federal states for the use of online services. In terms of citizen satisfaction, however, it came in 16th place. Spranger notes: “However, only 500 people were interviewed, who also had to have an Internet connection.”

The figures from a representative study on the challenges of urban development in Berlin, Madrid and Sofia by the FDP-affiliated Friedrich Naumann Foundation at the end of December 2022 also show that Berliners have a rather negative image of their administration. In it, 41 percent of those surveyed named the lack of digitization as a major problem in the city.

In this area, Berlin fares significantly worse than the Spanish capital Madrid (20 percent) and even slightly worse than the Bulgarian capital Sofia (37 percent). 49 percent of Berliners agreed that the old-fashioned administration was a big problem. Only 27 percent were in Madrid.
