The Opposition demanded from Morena that until now the failure of Insabi be recognized, three years after its creation, and that now the same formula be repeated to try to provide medical attention to the population without social security.

They warned that when the Popular Insurance disappeared and the Institute of Health for Well-being was created at the end of 2019, Morena was warned that the centralization of functions and the decision that it was that body that would provide care to the population, it would not work.

On several occasions, legislators told the morenistas “we told you so”, when the reform to the General Health Law was discussed on Tuesday to bury the Insabi and pass medical care to the population without social security to the IMSS-Welfare.

According to Salomón Chertorivski from MC, the disappearance of Seguro Popular was one of the government’s most serious decisions, since it left 53 million Mexicans without protection.

“Making decisions without evidence costs lives. More than 40 million external consultations were not carried out, more than 7 and a half million high-specialty consultations were not carried out, 1.3 million mammograms, 1.6 million Pap smears.

“We went back four years in life expectancy at birth. Never in the history of our country had this happened. Fifteen million Mexican men and women declared that they no longer had a health system. Out-of-pocket spending on health increased 40 percent. Three thousand girls and boys died for not having medicines for cancer,” claimed the legislator, former Secretary of Health.

He affirmed that with the reform the failure of the reform that the Seguro Popular disappeared was recognized

“When the invention they made disappears, they clearly recognize that it failed. But instead of accepting, studying and analyzing the errors, what they do is transfer those same failures, those same errors to another institution, now to the IMSS-Bienestar,” he claimed.

He also warned that for the IMSS-Benestar to operate, it will have to use the human resources and budgetary resources of the IMSS with the ordinary regime.

“Those workers, listen carefully, who pay their dues, those employers who pay their dues, their resources will be diverted to try to get this new grotesque, I say it, I reiterate it and with this I end: it will painfully fail and it will cost more lives of those we have lost,” said

PAN member Juan Carlos Maturino also said that the disappearance of Insabi is recognition of the President’s failure in health.

“We told them, we told them, four years later here we are, eliminating Insabi. Today a presidential initiative arrives in this Chamber of Deputies, whose message translates into the resounding failure of the federal government in health matters.

“Today you are killing not only children, you are killing Mexicans. And it is very clear to us, because it must be said, if they do not know how to manage the health of their President, that it is a State policy and it is a State interest, imagine the health system. They are managing it with their feet,” he accused.

He said that, with the dismantling of the Popular Insurance, the federal government’s discourse of improving the health system, with the quality that exists in Denmark, is a fallacy.

“Reality, ladies and gentlemen, denies this presidential euphemism with data,” said the PAN legislator.

He demanded that Morena assume responsibility before the Mexicans for the disappearance of Seguro Popular.

“You were the ones who spoiled this initiative to put the Insabi. And today, from now on we tell you, the IMSS-Welfare will be a resounding failure, it will be a resounding failure and unfortunately it will not be for the federal government, unfortunately it will be for the millions of Mexican men and women who will not be able to have dignified and quality health,” he reproached.

PRD member Marcelino Castañeda pointed out that the failure of Insabi is the care received by Mexicans in the federal health sector.

“We do not wish badly on the President, but hopefully he is being treated at Insabi, like all Mexicans in this Institute that is not health and less well-being, undoubtedly this government is a lie and they have no face to maintain that we are at those levels (of Denmark)”, reproached.

PRI deputy Frinné Azuara Yarzábal affirmed that after almost five years of government, the failure of the Fourth Transformation in health matters is recognized.

“Coming to say today ‘we told you’ is something sad and painful, because it doesn’t just stay in one sentence. During almost these five years of this 4T government, the failures in the health system have been very obvious, very obvious.

“In the recount of the damages, I definitely believe that the population that has suffered the most from this mistake made in the creation of an institution that was useless and recognized, not only by our Mr. President, but by many voices, critics and opinions of experts in the health systems in Mexico and in the world,” said the legislator.

He stressed that since 2018 it was evident how the lack of medical attention and the shortage of medicines increased.

He cited REFORMA, that the shortage of medicines caused the lack of supply of 45 million prescriptions throughout the country.

“The percentage of filled medical prescriptions completely collapsed, until now, as they pointed out yesterday, at 45 million unfilled prescriptions throughout the country, maternal mortality grew terribly, leaving many children defenseless , in orphanhood.

“The last data we had from Coneval was that there were already 15 million more Mexicans who had been left without the right to health protection. Vaccination in children has been a disgrace and it is a terrible risk that we now have in our country” , highlighted the failures in health.

He questioned where the resources of the Fund for Protection against Catastrophic Expenses were, which the Government of Enrique Peña Nieto delivered in 102 billion pesos for the care of all types of cancer, rare diseases, HIV, for the care of heart attacks.

“To date we do not know where those resources ended up. But yes, almost twice as many Mexican women are dying of cancer, 300 more children each year die due to lack of care, for not having allocated the resources that had to be have earmarked for the care of these conditions,” he remarked.
