Mexico City.- Petróleos Mexicanos (Pemex) has to clarify 383 million 790 thousand pesos of various works carried out at the Dos Bocas refinery during 2021.

In the third report of the 2021 Public Account, the Superior Audit of the Federation (ASF) made observations on various amounts that could not be clarified by the oil company in six packages of developments and contracts related to the Olmeca Refinery.

Package 5, which corresponds to the lack of amortization of advances granted in two terminated contracts, and excess payments in works contracts and work cost overruns, is the one with the largest amount to be clarified, for 270 million 878 thousand pesos.

For package 4, an amount of 66 million 124 thousand pesos is estimated to be clarified, due to the delay in the delivery of equipment to the site and excess payments due to scope of work.

In package 3, the pending amount to be reviewed is 35 million 793 thousand pesos for complementary engineering works, such as pipe racks, heavy traffic roads, foundations, provisional signage, among others.

Meanwhile, in package 1 the pending amount is 8 million 308 thousand pesos for failure to apply conventional penalties for delays in work on the established dates and overpayments in loading and hauling work.

For package 2, an amount of 2 million 879 thousand pesos is established for the lack of application of conventional penalties for the delay in the delivery of documentation within the established contractual deadlines.

Finally, in package 3 it is necessary to clarify 496 thousand 380 pesos, which correspond to additional volumes for the construction of foundations and structures.

According to the ASF, the cause of the registered irregularities is derived from the “deficient supervision, surveillance, control and review of the execution of the works.”
