“From the information we have up to this time, the UMB Spedition Contractor is not carrying out gas network relocation works, but only works to improve the land for the foundation of the highway body,” the Highway Company transmits in its first reaction after the explosion of on the A7 construction site that took place on Thursday morning.

In a press release that we publish below, CNAIR makes the following clarifications:
- “1. The Feasibility Study was developed by SC Consitrans SRL Bucharest, and the technical-economic indicators were approved by HG no. 903/ 13.07.2022.
- 2. The Technical Documentation for obtaining the Construction Authorization (DTAC) was prepared by SC Consitrans SRL, based on all the necessary approvals obtained including from Transgaz:
– Transgaz favorable opinion no. 219/2197 of 04.01.2021
– Favorable opinion CTE Transgaz no. 387/29.11.2021
Based on this documentation, MTI issued the Construction Authorization no. 11 of 27.03.2023.
- 3. The Technical Project (PT) was also developed by SC Consitrans SRL and approved by the CTE CNAIR, on 22.07.2022.
- 4. By the decision of the General Director of CNAIR, on 22.05.2023, the consulting team of the project was appointed, made up of DRDP Iași employees. This supervision team issued the Work Commencement Order on 29.03.2023.
- 5. The contractor, through the specialized subcontractor, submitted to Transgaz the Technical Documentation required for the effective relocation of the gas pipeline that crosses the highway.
- 6. From the information we have up to now, the Contractor Spedition UMB is not carrying out relocation works of the gas network, but only works to improve the land for the foundation of the highway body.
- 7. Today CNAIR requested a special report from the supervision team regarding the circumstances in which the event took place.
- 8. At this moment, investigations are being carried out by the state’s competent institutions, and CNAIR cannot pronounce on the causes that caused the deflagration on the night of 21.09.2023.
- We hope that the investigations into this accident will not delay the work.”
Four workers who worked during the night from Wednesday to Thursday on the construction site of the A7 highway, which will cross Moldova from north to south, died and five others were injured. Three of them did not need care in a specialized burn center.
The four deceased workers were found charred by the firefighters who intervened. The prefect of Vrancea county stated that two of them are difficult to identify.
Two men aged 61 and 53, victims of the explosion at the gas main in Călimăneşti, followed by a fire, who had burns on 65 and 40% of their bodies, respectively, were taken by helicopter and transferred to medical units in Bucharest, informed, on Thursday morning, the Vrancea County Ambulance Service (SAJ), reports Agerpres.
According to the cited source, the five people injured following the explosion in Călimăneşti arrived at the Emergency Department of Adjud Municipal Hospital with their own means.
Transgaz accuses the UMB builder: “It did not comply with the provisions of the location notice”
The gas carrier Transgaz accuses that, in the case of the works on the Moldovei Highway, where an explosion occurred at a gas main, the builder did not comply with the provisions of the Site Notice 219/2197/04.01.2021 issued by the company.
The approval Transgaz refers to was given for the “Focșani-Bacău Motorway (including utility networks) sited in Vrancea county” work, which did not have the CTE approval from SNTGN Transgaz SA for the technical project for the relocation/replacement of the gas pipeline intersected by the project.
On the night of September 21, 2023, in Vrancea county, around 01:15, on the natural gas transport pipeline Dn800 Șendreni-Onești, in the area of Călimănești, at kilometer 93+328 in front of SCV Șendreni, respectively kilometer 52+174 in front of NT Onești, a major technical incident with fire occurred during the execution of works on the A7 Moldova highway (Focșani – Bacău), Transgaz says, through a press release.
