The countdown to the new year 2023 will also mark the end of fuel discounts on December 31. At midnight, the government rebate, reduced from 30 cents per liter to 10 cents since November 16, will stop, as will that of TotalEnergies, of the same amount.

Mechanical increase on January 1

Consequence: a mechanical price increase of 20 cents in the stations of the TotalEnergies group, and 10 cents in the others. During the previous reduction in discounts, initially scheduled for November 1, in the middle of the All Saints holidays, a shortage situation paralyzed a good part of the distribution network. Due to strikes in refineries and depots, but also because of this “price effect” widely anticipated by motorists, causing a sharp increase in demand before November 1st.

It is in this context that the government finally chose to extend its discount of 30 cents per liter, and Total that of 20 cents, until November 16, thus allowing service stations to “refuel” their tanks. … and the French to continue to benefit normally from these reduced prices.

In the current context, TotalEnergies does not plan to continue its delivery to the pump, told us a spokesperson for the company. For his part, Michel-Edouard Leclerc had indicated on Sunday December 18 in BFM Politique that he could “make a gesture”, but without giving more details.

Aid of 100 euros for 2023

This government discount will be replaced by aid of 100 euros, intended for the 50% of the poorest French people who work and own a car. It is the reference tax income (RFR) of 2021 which will be taken into account: the latter must be less than 14,700 euros over the year.

Owners of electric and plug-in hybrid vehicles are also affected by this aid, as are drivers of motorized two-wheelers.

According to Matignon, this aid should concern a total of 10 million people. While aid targeting “big riders” had been considered, no minimum number of kilometers traveled or minimum distance from work will ultimately be required to receive this aid.

To claim it, a dedicated space will be posted on the site. impots.gouv.fr from January 16, 2023. The beneficiaries will receive their payment of 100 euros eight days later, the Minister of the Economy Bruno Le Maire specified at the beginning of December on RMC.

For the French who will benefit from it, this check for 100 euros corresponds to a discount of 10 cents on 1000 liters of fuel. It is also the logic of the government to reserve this aid, which has hitherto been global, for households that need it the most.

The cost of this aid is thus estimated at 1 billion euros, compared to 8 billion for the fuel discounts applied in 2022: 18 cents per liter from April to August, 30 cents from September 1 to November 16 and 10 cents since (excluding rebates applied by TotalEnergies).
