The mayor of Medellin, daniel quintero, continues to make changes in his administration. To the resignations from his cabinet with which he ended 2022, the Secretary of Mobility was added, Victor Hugo Piedrahitawho left office on January 13.

The Mayor’s Office explained that the secretary’s departure was due to “seeking to solve mobility problems.” Quintero is expected to appoint a new official this week, just as he began to take effect in the capital of Antioquia the new measure of the pico y plate, in which hybrid vehicles will remain exempt.

During the first semester of the year, the distribution of the days on which vehicular mobility is restricted, depending on the license plate number, will be as follows: Monday (6 and 9), Tuesday (5 and 7), Wednesday (1 and 4), Thursday (8 and 0) and Friday (3 and 2). This measure will apply to four-stroke cars and motorcycles.

The first week, from January 17 to 20, will be educational. But, once this time has elapsed, the sanctions for failing to comply with the measure will include fines that reach $499,500 pesos and the immobilization of the vehicle.

The Office of the Attorney General of the Nation opened a preliminary inquiry to Daniel Quintero, and the manager of Empresas Públicas de Medellín (EPM), Jorge Andres Carrilloto determine if they were responsible for not insuring the electricity megaproject in 2021.

“Open prior investigation (…) for the alleged omission of the obligation to insure the Ituango hydroelectric project against all risks in force 2021,” they quoted from the document in the regional newspaper The Colombian.

They explained in the Antioquia newspaper that the decision of the Public Ministry revived one of the most critical issues of the crisis that took place with the construction of the power generator, since, at that time, due to the uncertainty of the work, they did not have the support of insurers in the country.

In fact, in that same media outlet they recalled that in November 2021, the same company had to set up a self-insurance fund in the event of new claims for the interventions that were pending at that time.

“EPM established a self-insurance fund of USD $23 million as a risk transfer mechanism that allows it, within its statistical estimates, to manage most of the insurable eventualities that may affect the development of the project,” they were told after the consultation that they did to EPM.

In addition, this situation caused delays in the bidding process to complete the works that were pending for the megaproject of electricity at that time, which resulted in the receipt of offers being postponed up to five times, because one of the requirements is that the offeror take care of the insurance mess, they explained in El Colombiano.

Finally, in that means of communication they highlighted that the two officials would already be aware of the disciplinary process of the Attorney General’s Office after the edict that was published on December 30, 2022, and for which possibly more members of the current board of directors of the Antioquian company.

This is the second investigation that the Medellín president was initiated in the Attorney General’s Office, after they also found alleged irregularities in his star project Valle del Software, with the aim of promoting the use of technology and offering the community of the Antioquia capital an offer to entrepreneurship and innovation.

According to the Public Ministry, there is a “non-compliance in the delivery of several of the 21 planned territorial centers” and for this reason it requested the Medellin’s town hall all the information of “the contracts and of the public and/or private servants” that participated in the processes. This includes those who were part of the previous stage, the celebration and the execution of each one of the businesses related to the Software Valley.
