The US announces changes that expedite the Family Reunification Program for Cubans and Haitians

The Department of Homeland Security of the United States announces that it will update the Family Reunification Parole (FRP) processes for Cubans and Haitians.

Applicants will be able to complete most of the process on an online platform, which eliminates travel, time wasted, extensive paperwork and makes it easy to access the program which is still available by invitation.

“Legal avenues, combined with strict law enforcement, are effective in reducing regular immigration to the United States and preventing immigrants from placing their lives in the hands of traffickers,” said Homeland Security Secretary Alejandro Mayorkas.

Starting this Friday, August 11, 2023, most processes will be completed online, with the exception of examination by a panel of physicians and permit determination, which will be in person and at the time of arrival by air at a United States port of entry.

“This modernization of family reunification permit processes improves the integrity of our vetting and verification standards, responds to important stakeholder feedback in both the Cuban and Haitian communities, and ensures meaningful access – consistent with our values. – for the potential beneficiaries”, said Alejandro Mayorkas, US Secretary of Homeland Security.

The Department of Homeland Security made these updates by taking advantage of technological advances. At the same time, they confirm that they will continue to verify the identity and admissibility of individuals on a case-by-case basis and carry out a robust and multi-layered security investigation. Although people are no longer required to be physically in Cuba and Haiti, eligible beneficiaries are required to be outside of the United States.

Both processes begin with the issuance of an invitation by the Department of State’s National Visa Center to the U.S. citizen or lawful permanent resident family member whose Form I-130, Petition for Alien Relativepresented in the name of a Cuban or Haitian beneficiary has been approved.

The petitioner can then initiate the process by presenting the Form I-134A, Online Application to Become a Support Person and Declaration of Financial Supportin the name of the primary beneficiary and any derivative beneficiary spouse and children to be considered for advance travel authorization and entry permit.

The United States Citizenship and Immigration Services will send a letter to petitioners who have a Form I-131, Application for Travel Documentpending submitted for a principal beneficiary who is awaiting an interview in Havana.

The Department of Homeland Security is committed to ensuring that the reunification processes for Cubans and Haitians reunite families in a safe and orderly manner that allows certain nationals and their spouses and children to enter the United States without making the perilous journey to the Southwest border. or through maritime routes.
