Mexico City- Colonel Rafael Alejandro González Hernández, former deputy director of Engineers of the National Defense Secretariat (Sedena), is facing criminal proceedings for allegedly illegally hiring waterproofing products for more than 252 million pesos, of which more than 179 million were transferred to an underling.

The supplier company Sinergia Integral Cristowen diverted 70 percent of the contract resources to Captain Jorge Luis Aparicio Rojas, a subordinate of González Hernández.

The military Prosecutor’s Office accuses the colonel of illegal use of powers and powers, a process that is carried out in the Second Military Court of Control of the First Military Region, in Mexico City, and for which the accused remains on provisional release.

“By serving as deputy general director of Engineers, he illegally made acquisitions of services with public resources, causing damage to the budget designated for the 2019 budget year, to the Sedena for 61 million 124 thousand 739 pesos, with which he injured the heritage of said Secretariat and military discipline”, refers to the military Prosecutor’s Office.

The colonel was detained in the Palomas Military Garrison, in Chihuahua, and between August 24, 2021 and July 7, 2022, he was imprisoned in Military Camp Number One, subject to justified preventive detention and prosecuted for the crime already mentioned and also for fraud.

The soldier is accused of seven alleged irregularities in the contract to waterproof 587,000 square meters of the country’s 12 Military Regions; however, not from the diversion of money to the accounts of his subordinate.

According to the accusation of the Military Prosecutor’s Office, one of the illegalities is that the colonel did not have authorization from the Ministry of National Defense to sign the contract.

Nor did it publish in Compranet, as was its obligation, the contracting procedures, among others.
