Despite the opposition of the industry, the Government of Andrés Manuel López Obrador published the decree that seeks to remove air cargo operations from the Mexico City International Airport (AICM), a transition that must be carried out in 108 business days.

Through the Official Gazette of the Federation (DOF), the Government indicated that it instructs the Federal Civil Aviation Agency (AFAC) to update the general bases for the allocation of landing and takeoff times (slots) at airports in saturation conditions. , published on September 29, 2017.

It also asks to review and modify the permits of the international air cargo transport service to the public and authorize the related routes, as well as to incorporate this decree in the Aeronautical Information Publication (PIA).

“The Ministry of Infrastructure, Communications and Transport (SICT) is instructed to carry out the necessary actions in order to review and modify, where appropriate, the concessions of the service to the public of regular and non-regular national air transport of cargo.

The Government also requested the AICM to carry out the corresponding procedures for the allocation of slots, in accordance with the decree.

The declaration of saturation in the AICM airfield, published on September 29, 2014, as well as the terminal buildings, published on March 3, 2022, remain in force.

This decree does not repeal the one published in the DOF in 1994, which establishes the closure of the AICM, as of June 1 of that year, for aircraft operations destined for international demonstrations, international private and corporate flights, and foreign companies such as air taxi.

“The expenditures that, where appropriate, are generated due to the entry into force of this decree, must be covered by compensated movements, in accordance with the applicable legal provisions, charged to the budget approved for the corresponding spending executors in this fiscal year, and no additional resources will be authorized in the current fiscal year or in subsequent ones,” the decree explained.
