Two Paraguayans were arrested in Brazil for smuggling

A journalistic investigation by the newspaper El Deber de Santa Cruz reveals data related to Marset’s movement on Bolivian soil. Thus, he points out that on April 10 the drug trafficker turned 32 and celebrated it in Santa Cruz as Luis Pablo Santos Amorim. The lavish celebration in his mansion (of the seven homes that he counts in that city) took place while various police forces in the region were looking for him in neighboring countries after being accused of “international trafficking in dangerous drugs.”

He adds that in the last four years he mobilized cocaine shipments worth more than $500 million. These drug shipments left “especially from Bolivia” to overseas destinations, in several cases using the Paraguayan route, which has the largest river merchant fleet in the region, and in several of which the cocaine is camouflaged, in the middle of products from exportation.

Marset arrived in Bolivia for the first time on October 30, 2018. He used his first name, although by then he had already been in prison for trafficking 374 kilos of cocaine and marijuana. That happened in 2013.

Duty accessed the file that is in the Paraguayan National Anti-Drug Secretariat (Senad) and several documents that the Santa Cruz Prosecutor’s Office. Hence it is known that Marset played with at least three different identities to go unnoticed in national territory. In none of them did he use a Uruguayan document.

Given this evidence, he adds, the Public Ministry requested to open an investigation in the General Service of Personal Identification (Segip) and the General Directorate of Migration, two specialized institutions that depend on the Ministry of Government, to find out the reasons why this was extended. Documentation reserved for Bolivian citizens or foreigners who have met the requirements to acquire nationality.

According to digital reports collected by the prosecutors who consulted the system, Marset appears first and indeed as “Sebastián Marset”, but Bolivian or nationalized, and then as “Luis Paulo Santos Amorim”. It was with this name that he socialized in Santa Cruz.

The skilful Marset also played with another identity, that of “Gabriel de Souza Beumer” and again with the “Bolivian” nationality.

A copy of his passport with this name appears in the Senad file, which was also shared with Europol, the institution that cooperated in 2021 to carry out the “A Ultranza Py” operation that activated all the investigations against him and in that of other personalities who cooperated with the transfer of drugs under the guise of being businessmen.

Yesterday the Santa Cruz departmental prosecutor, Róger Mariaca, indicated that in addition to the crime of trafficking in controlled substances, his investigation was expanded for the crimes of kidnapping and material falsification. He remarked that the Public Ministry only became aware of the search for the drug trafficker over the weekend.

“A commission of prosecutors has been formed to investigate a Uruguayan citizen. He is requiring different procedures and other raids to find his whereabouts, ”he said and explained the background of the case came to light after Marset’s escape during a failed police operation.

Franklin Alcaraz is a social researcher and specialist in issues related to drug trafficking. Yesterday he spoke with EL DEBER Radio. He pointed out that Marset had already had legal problems in Dubai for falsifying his passport. “He is known as the man with a thousand faces because his illegal activity forces him to change his name from time to time,” noted Alcaraz.

Regarding the presence of Marset in the country, the specialist indicated that “it is really a very bad sign because it is saying that the cartels are here.”

In addition, “we are facing a real big shot,” he remarked and explained that Marset leads the First Uruguayan Cartel and that he coordinates operations with the First Command of the Capital (PCC), an organization accused of the murder, in Colombia, of the Paraguayan prosecutor Marcelo Pecci, who led the investigation that activated the great operation “A Ultranza Py” and that was coordinated with Europol in 2021.

In fact, as a result of these actions, it was possible to deactivate “a command center” of the criminal organization that operated from Dubai, precisely one of the frequent destinations of the now Uruguayan fugitive.

Senad’s monitoring of Marset began in 2019, according to the file. From there it is known that he was in the country in 2018 and later between April 21 and 23, 2019. His destination was always Santa Cruz de la Sierra.

The migration monitoring that was carried out from Paraguay indicates “a return” on August 24, 2019. At that time, Marset was already recognized for being a successful businessman linked to the organization of concerts with international artists. At that time he had established his operations center in Paraguay, but he presented himself with his Bolivian passport. Marset was Gabriel de Souza Beumer.

During his stay in Paraguay, Marset “integrated various pre-existing criminal organizations, both nationally and internationally, into an association of groups for criminal purposes to transport large amounts of cocaine,” the report said.

In this context, “each of these associated blocks participate in illegal operations by providing logistics to promote a transnational circle that on the one hand works for the transport of these illegal substances, as well as for the effective circulation of large sums of money within the national and international financial system; These monetary values would be directly linked to the punishable acts investigated, both in terms of earnings and also in terms of operating costs to carry out these illegal activities ”, he notes.

“The initial cycle of illicit trafficking is called, for investigative purposes, the ‘production stage’ and originates from areas dedicated to the production of cocaine hydrochloride, located on the South American continent, mainly in Bolivia,” adds the report prepared. in 2022.

“From what I can tell you, it was reported some time ago that there was information that (Marset) was in Bolivia,” Uruguayan President Luis Lacalle Pou told journalists from his country yesterday. The case that broke out over the weekend activated several currents of opinion throughout the region.

The president of the Chamber of Senators, Andrónico Rodríguez, expressed his concern about the case, considering that the intelligence of Bolivia’s security services has been mocked.

“It is evident that the Intelligence of our country, part of the corresponding instances, has had to be mocked. How is it possible that (Marset) is in the country and, at this point, after so long, this fact can be identified? ”, He affirmed and asked for timely responses from the Minister of Government, Eduardo del Castillo.
