Venezuela faces a crisis of freedom of expression, according to a new UN report

In his report, Turk took a comprehensive stocktaking of economic, social, cultural and environmental rights, the rule of law and civic space in the country.

One of the main recommendations of the High Commissioner was that the Nicolás Maduro regime adopt a protection protocol for human rights defenders, journalists, peasants, rural workers, and union and labor leaders who are at risk.

The report also highlighted the worrying situation of freedom of expression in the country.

During the period between May 2022 and April 2023, The office of the UN High Commissioner documented the closure of 16 radio stations throughout the country.

Those responsible for these radios reported difficulties in obtaining the necessary permits and in carrying out administrative procedures due to the lack of regional offices.

Besides, Turk reported that 44 websites were blockedincluding national and international media and civil society organizations.

These locks were carried out by state and private Internet providers, without a formal order or prior notifications.

Lack of transparency and access to public information in Venezuela

Although the Law on Transparency and Access to Information of Public Interest was approved in 2021, there are still requests for information that do not receive a response from the authorities.

Regarding the privacy of communications, the Turk recommended that the regime review its legislation on the interception of communications to ensure compliance with the right to privacy.

This is because in June 2022, It was reported that more than 1.5 million lines of the Movistar telephone company were intercepted.

Finally, Turk called on the dictatorship to implement a regularization plan that allows radio stations to access the use of the radio spectrum in conditions that guarantee plurality of information and legal security.

The High Commissioner’s report highlights the worrying situation of human rights in Venezuela, especially with regard to freedom of expression and access to information.

These recommendations are fundamental to guarantee the protection of human rights in the country.
