MIAMI.- For a few hours on May 15, the United States and China put economic and geopolitical differences off their agenda.. Although there is no possibility of a widely extended hand, the issue of the risks of artificial intelligence deserves an approach so that each one outlines the approach of how to regulate this technology.
Chinese and American representatives held a meeting in Geneva (Switzerland) on Tuesday about the risks of artificial intelligence (AI) technology, which the Chinese side described as “profound, professional and constructive.”
An event co-chaired by the director of the Department of North America and Oceania of the Ministry of Foreign Affairs of China, Yang Tao, and the deputy special envoy for Critical and Emerging Technologies of the US Department of State Seth Center, made these first steps possible to resolve aspects related to artificial intelligence. Both sides presented their respective views on AI risks and governance initiatives, as well as measures taken to promote the economic and social development enabled by such technology.
This is the first meeting of the Intergovernmental Dialogue between China and the United States on artificial intelligence.
Representatives of both countries held “frank and constructive” talks in Geneva, particularly about the benefits of AI, National Security Council spokesperson Adrienne Watson said in a statement.
In his opinion, the United States emphasizes the importance of ensuring that AI systems are safe and reliable in order to benefit and to continue building a global consensus, an issue that involves all countries.
Washington has “raised issues related to the misuse of AI, including by the People’s Republic of China,” but Watson also noted “the need to keep open lines of communication on AI risks and safety to effectively manage “competition responsibly” in this sector.
Chinese effort
The talks, agreed to during a summit between Presidents Joe Biden and Xi Jinping in California in November 2023, were the latest effort by both powers to improve dialogue and reduce risks after years of growing tension between the world’s two largest economies.
China “supports strengthening global AI governance,” “advocates the role of the United Nations as the main channel,” and is willing to “strengthen communication and coordination with the international community, including the United States, to form a global governance framework” for said technology, the statement indicated.
In fact, studies suggest that Artificial intelligence could accelerate progress on 80% of the UN Sustainable Development Goals.
China also declared its “firm position against US restrictions and pressures in the field of AI,” although “both sides recognized the opportunities and risks associated with the development” of this new tool.
Likewise, the Asian country has emphasized “respect for the sovereignty of other countries”, “non-interference in internal affairs” and “ensuring that artificial intelligence remains under human control”, the last point where more than differences there are coincidences.
Digital policy
Secretary of State Antony Blinken Blinken announced at the RSA Conference, a meeting of cybersecurity experts in San Francisco, the United States International Cyberspace and Digital Policy Strategy to ensure the secure development of technology. RSA is an acronym formed from the initials of the first surname of its founders, Ron Rivest, Adi Shamir and Len Adleman, professors at the Massachusetts Institute of Technology.
The United States has created guidelines for trustworthy AI and has worked with technology companies to test the safety of products. And around the world, Group of Seven nations have adopted core elements of U.S. guidance and reported a U.N. resolution that has the support of many nations, a State Department news release said.
