The funding framework for heat pumps in existing buildings will remain largely stable in 2023. In the new building, the BEG funding will initially continue until March, after which a new funding program will be launched at the BMWSB.

Since January 1st of this year, new funding guidelines have been in force for the installation of environmentally friendly heating systems. After the Federal Ministry of Climate Protection (BMWK) had already presented draft guidelines in October, on 30.12. The finalized reforms of the federal funding for efficient buildings (BEG) have now been presented, which came into force on January 1st, 2023. The most important news from the point of view of the Federal Association of Heat Pumps (BWP) eV is: The subsidy for heat pumps remains stable overall. Subsidy rates of up to 40 percent are also possible. Many innovations primarily concern the BEG individual measures (BEG-EM). However, individual innovations are also relevant for the systemic renovation of residential and non-residential buildings. For example, additional bonuses are paid for the renovation of particularly inefficient buildings. For the construction of new buildings, the promotion of efficiency houses according to the EH-40 NH standard will initially be continued in the BEG, which will then probably be replaced in March by a new building promotion from the Federal Ministry of Building.

Adaptation of the funding guidelines: the most important changes at a glance

The five percent bonus already granted for heat pumps that use water, the ground or waste water as a heat source will in future also be granted for heat pumps that are operated with natural refrigerants. As a result, the standard subsidy rate for heat pumps has increased from 25 percent to 30 percent in both constellations. Furthermore, a ten percent bonus is granted for the replacement of inefficient heating systems, so that a maximum of 40 percent of eligible investments are subsidised. From 2028, only heat pumps that use a natural refrigerant will be funded. However, the BMWK also refers to the ongoing negotiations about the F-Gas Regulation and reserves the right to react to them.

Heat pumps that use room air as a heat source will in future be excluded from the BEG-EM. This applies, among other things, to exhaust air heat pumps, which in future will only be funded as part of ventilation technology (15 percent subsidy).

Contrary to the criticism of the BWP, the funding body decided to again specify the fulfillment of a minimum efficiency of the heat pump systems in the form of a calculated annual performance factor (SPF), which goes beyond the previously applicable device-related minimum requirements “seasonal space heating energy efficiency” according to the Eco-Design Directive. The funding application must be accompanied by a forecast by the JAZ (e.g. according to VDI 4650), which must initially be at least 2.7 in the coming year and then at least 3.0 from January 1st, 2024. There will be projects that will not meet the JAZ specifications without further measures on the heating distribution system or the building insulation. The sponsor takes this into account by granting up to 66 months from the notification of the grant for the complete implementation of the entire project. This means that measures planned but not yet implemented on the distribution system or on the envelope can also be taken into account when calculating the JAZ.

Up to 40 percent of investments are subsidized, not only in the heat pump itself, but also in necessary environmental measures such as radiator replacement or the development of geothermal sources. ” According to Sabel, the funding provider also takes into account the time pressure that homeowners are under if their old fossil fuel system is damaged: “From January 2023, the temporary rental of a temporary heating system can also be considered in the funding. The use of this temporary solution gives homeowners the opportunity to optimally prepare their heating system for the use of a heat pump before the system is installed.”
