President Alberto Fernandez visits the province of Santiago del Estero today to lead a new meeting of the Bajos Submeridionales and inaugurate an aqueduct, an institutional activity that will represent a new meeting between the Head of State and the governors Gerardo Zamora, Omar Perotti (Santa Fe) and J.Orge Capitanich (Chaco), one of the main promoters of the political strategy of ignoring the Supreme Court ruling that ordered the return of funds to the city of Buenos Aires.
According to what was officially reported, the meeting – which began after 12 o’clock – was also joined by the Ministers of Public Works, Gabriel Katopodis; and of the Interior, Eduardo “Wado” de Pedro.
Yesterday, the President announced that he had ordered to “reassign” funds from the 2022 Budget to transfer to a Banco Nación account in the name of the Buenos Aires Government to comply with the precautionary measure issued by the Supreme Court, pending the final ruling on the co-participation dispute. .
He also anticipated that the Ministry of Economy will send a project on this matter to Congress to be dealt with in extraordinary sessions.
In this way, he rectified the announcement made last week when he supported the political position of 14 pro-government governors who decided to repel the institutional decision made unanimously on the Fourth Floor of the Palace of Courts.
“I am convinced that the resolution lacks the grounds required for any judicial decision and therefore is flawed, affects the legitimate rights of the Argentine provinces and breaks the equality on which federalism is based in our National Constitution,” said the president. in a series of posts on social media.
In turn, the president pointed out that the “public policies established by the National Executive Power (PEN) are applied throughout the national territory; therefore, if the Nation’s resources are affected, the management of the national State in the Argentine provinces will obviously suffer and they will be harmed”.
In parallel, he pointed out that the “current state of public accounts and the respect due to the Argentine legal system mean that the resolution issued by the Supreme Court, acting as a single instance, is today a matter of impossible compliance.”
The president stated that “in the face of a precautionary decision that violates the division of powers and lacks sufficient foundation, as President of the Nation I have provided the only possible and reasonable remedy in these circumstances, until the substantive issue is resolved or Congress dictates a law”.
Meanwhile, the head of Government of the City of Buenos Aires, Horacio Rodríguez Larreta, rejected the national government’s proposal to pay with TX31 bonds for the Court’s ruling. He also confirmed that a complaint was filed this morning against the officials who must carry out the ruling.
“The President wants to cheat to continue to breach the judgmentthat must be done with transfers from Banco Nación, it is called daily drip and it is done in pesos. Nowhere is payment in bonds enabledthis is not interpretable, ”said the Buenos Aires president at a press conference.

The TX31 are Treasury bonds in pesos that pay 2.5% above the CER index adjustment. They are titles that were never put out to bid and were actually issued to pay a judicial debt to the government of Omar Perotti.
