“Of 23,000 people arrested for various crimes, only 9,000 are in prison,” Police Commander Gilberto Fleitas had pointed out, citing a study carried out by the National Police with the Inter-American Development Bank.

According to police records, in the country, an illegal act is perpetrated (thefts, robberies, assaults and others) every six minutes, according to complaints made in the national departments. One of the emblematic cases cited by analysts in the criminal field is the one related to the category of “trifle robberies.” This label includes those appropriations (theft of goods or money) equivalent to G. 900 thousand. Up to this amount, according to the legislation, there are no prison sentences.

Another legal provision, on the non-imputability of minors, is used by criminal gangs to recruit adolescent addicts (and even children) who are forced to commit all kinds of crimes, with the certainty that either they will go to detention for a short time, or they will not go to jail at all.
