Colombian government signed decree formalizing bilateral ceasefire with ELN

Bogota.- On the night of this Wednesday, July 5, the decree that formalizes the bilateral ceasefire between the National Government and the National Liberation Army was announced. The document establishes that “the bilateral, national and temporary ceasefire” between the national government and the ELN will begin “from 00:00 on August 3, 2023 until 24:00 on January 29 of 2024”.

“The CFBTN (national bilateral and temporary ceasefire) may be extended after the Peace Talks Table has assessed the reports of the Monitoring and Verification Mechanism (MMV) and in accordance with what was agreed by the Parties,” details the report. Decree.

According to the document signed by Defense Minister Iván Velásquez, the bilateral ceasefire “will have the means of improving the humanitarian situation of the target populations and territories.”

Likewise, it indicates that it also seeks to “avoid incidents that jeopardize compliance with the ceasefire, including the development of medical, public health and humanitarian missions and care for the sick and wounded of the civilian population and members of the Military Forces and Police and the ELN”.

“The continuity of the CFBTN is conditional on compliance with the agreements and protocols approved for this purpose by the Peace Dialogues Table,” he adds.

Regarding the public force, the decree orders “the suspension of military operations and offensive police operations, starting at 00:00 on July 6, 2023, against the members of the National Liberation Army (ELN) who participate in the peace process and is within the procedures for the execution of the CFBTN agreement and the corresponding protocols”.
