Mexico City.- Before the conclusion of Title 42 in the United States, the Government of Mexico left the migrants without permits to transit through the national territory.

An information card, presented in the morning, revealed that the National Institute of Migration (INM) ordered all its state offices not to grant Multiple Immigration Formats “or any other document that authorizes transit through the country.”

After announcing the closure of 33 provisional immigration stays on May 10, the Institute recognized that there are practically no conditions to continue with the “rescue” of travelers.

The agency accepted that it has nowhere to keep the migrants, so securing them (as has been the case) could lead to a violation of human rights.

“The INM warned that before the modification of Title 42 and the closure of the 33 migratory stays at the national level, the massive rescues can become violations of human rights, by not having a place to accommodate foreigners,” says the document.

He also informed that the transfers will be carried out immediately, either by land or air, in which they will have to be accompanied by three immigration agents.

The report details that 26,560 migrants are currently in the northern border area of the country, of which 10,000 are in Ciudad Juárez, 7,000 in Reynosa, 5,500 in Matamoros, and 3,000 in Tijuana.

It points out that on both sides of the border, the security forces managed to efficiently inhibit attempts at massive crossings, as well as acts of violence against the personnel and facilities of international bridges.

According to the card, on May 10, Customs and Border Protection (CBP) detained 11,126 migrants on the border with Mexico, while the INM secured 5,499 people.

Regarding repatriation, 942 cases were registered yesterday, of which 909 are from Venezuela, 17 from Cuba, 15 from Guatemala and one from Haiti.

Give courses after tragedy

On the other hand, the document reports that, a month and a half after the tragedy in Ciudad Juárez, which left 40 dead, it is intended to train personnel in civil protection matters.

“The National Coordination of Civil Protection, together with the INM, will give training courses and review internal civil protection programs to prevent incidents like the one in Ciudad Juárez,” the card reads.
