The elimination of the Institute of Health for Well-being (Insabi) would add more than 20 percent of users to those that the Mexican Institute of Social Security (IMSS) currently has in this city.

“From the point of view of national Coparmex there is a lot of concern, because from the outset the quality of the Social Security service has deteriorated enormously, simply with the supply of prescriptions, which was close to two or three percent, it went up to 10, 12 percent without filling, and we are talking about 16 or 17 million annual prescriptions that are not filled,” said Mario Cepeda, leader in Juárez of the Employers’ Confederation of the Mexican Republic yesterday.

“That is with the current Social Security entitlement, imagine all this burden that they are going to add to it. I believe that Social Security does not have the capacity to attend to it, neither in infrastructure, nor in supplies, nor in medical or administrative personnel, it is very worrying,” said Mario Cepeda, leader in Juárez of the Employers’ Confederation of the Mexican Republic, who recalled that the modification still lacks the diffusion of the rules.

The IMSS social communication office in Chihuahua did not respond to requests for information regarding these warnings.

According to information from the Chamber of Deputies, the draft decree that reforms, adds, and repeals various provisions of the General Health Law “insabi disappears and its functions are integrated into the IMSS-Welfare,” which is the responsibility of the IMSS.

The same official text adds that “the Ministry of Health, within a period not exceeding 180 calendar days from the entry into force of the decree, will issue the provisions that establish the terms, terms and conditions to carry out the transfer of the human, budgetary, financial and material resources, as well as the real estate, rights and obligations of the Institute of Health for Well-being (Insabi) to Health Services of the Mexican Institute of Social Security for Well-being (IMSS-Bienestar) or the Secretariat of Health as appropriate”.

The official information from Insabi adds, separately, that “its purpose is to provide and guarantee the free provision of health services, medicines, and other associated supplies to people without social security.”

On this border, this service is offered at State Government facilities such as the General Hospital.

Cepeda said that, given the expectation, “we are going to try to have meetings with the Social Security delegate and subdelegate, to see how we can support them; We believe that they are doing their best, and that this change in policies and course is due more to an ideology than to a real technical analysis of the needs and the way to serve the population; If the migratory phenomenon is added to this, it will be even more critical”.
