The representative of Mexico in the United Nations Organization (UN), Juan Ramon De la Fuentemade a forceful position before the Security Councilfrom where he called on all countries, but especially those that produce weapons, to strengthen their control frameworks regarding the issue.

During the debate, the diplomat considered it “especially important” that the council continue to “seriously” analyze the negative consequences of arms trafficking and shipments, “especially when they are the result of direct violations of embargoes and binding agreements.”

In this regard, he assured that despite the existence of international treaties and agreements on the sale, purchase and sale of arms, in fact, arms embargoes are constantly violated.

With this, the diplomat recalled that at the end of 2021, Mexico promoted the resolution 26/16 which emphasizes, among other things, respect for arms embargoes, to which it added that violating these statuses would imply that more weapons are available in various situations and that, as a result, “increases the suffering of the civilian population.”

At the same time, he added that all the countries that are part of the Arms Trade Treaty (ATT by its acronym in English) must adhere to the provisions of the same —especially with regard to the denial of transfers that would be in violation of the treaty and in the application of rigorous risk analysis.

Finally, he made a call to the countries that are not yet part of the ATT to commit to complying with their responsibility in the precautionary standards, “leaving aside their geostrategic interests” or that of private companies that “frequently engage in negligent practices.”

“It is the responsibility of all States, but especially producer States, to strengthen existing international frameworks for effective control throughout the life cycle of weapons and ammunition,” he concluded.

The diplomat’s call comes amid recent tensions between Mexico and US lawmakers.
