The city Hall advances with the move of the offices of the Undersecretariat of Citizen Control that work in the historic building of 20 and 50where the new one will rise Convention Center “La Plata Capital City”which arose from a competition promoted together with the local College of Architects and where public offices and a space for entrepreneurs and private companies will be combined.
The Urban Control offices will be the last to leave the historic block. the office of the Directorate of Private Works moved in 2021 to 13 between 36 and 37, while your file is in the final leg of that process to another dependency. “It started two months ago and tons of paper are still being moved. The place must be cleaned up. Now the logistics of the move of Control Ciudadano are being carried out,” explained municipal sources and clarified that two possible places to move Control Urbano are being evaluated which, for now, are kept strictly confidential.
When the apple is empty, the existing building will be demolished at 20 and 50 and will begin the construction of the new work that they want to be a pole of urban transformation and technological innovation. The project that won the competition, in 2021, bears the signature of the architects Valentin Ayala, luciano del valle Y Rodrigo Ballina Benites and plans to preserve the historic perimeter wall, set up a plaza on Calle 20, generate an urban piece that brings together municipal offices and space for companies and entrepreneurs, and implement solar panels and systems for the collection and reuse of rainwater.
The space will have a ground floor, two floors above and three basements. The convention center, gastronomy, municipal services, a box for entrepreneurs, an innovative educational hall, and parking for cars will be distributed in the different spaces; among other spaces. Due to its historical and patrimonial value, the work will preserve the perimeter wall of the corner and three of the four wagons/sheds that make up the large roof of the block; while the incomplete shed will be removed to insert a new urban piece there that will agglomerate the municipal offices and space for companies and entrepreneurs.
According to the project, a plaza will be set up on 20th street, which will take sidewalk and street to increase its surface area and the historic warehouses will serve as a backdrop for the new public space; while the underground levels, which contain parking lots, warehouses and machine rooms, will be aligned only below the new building and the square, so as not to alter the historical support structure of the sheds.
On the other hand, depending on the multiplicity of uses of each one of the sectors, the new building shared by the Municipality and the companies will seek the generation of free floors and multiple possible reinforcements, with technical ceilings and continuous floors that guarantee, not only freedom in use and assembly, but also a clear resolution of the installation systems, technical conditioning and connectivity, among others. With the same purpose, the Convention Center will be located in a large space below the historic warehouses, with a forceful continuous and flat floor that gives the possibility of conceiving it whole or fragmented, accompanied by a hanging system of curtain rails that can go sectoring the large plant and creating a stage where events such as congresses, fairs, competitions, exhibitions or shows of various kinds can take place under the large roof.
Finally, the Ayala, Del Valle and Ballina Benites project contemplates systems and concrete actions that seek sustainability, such as a large green terrace on the new building to collect rainwater and direct it to pumping wells, for use in the English patio access to the municipal building; and the use of solar panels, among other possible ideas.
