Indeed, Youcef Chorfa announced the launch of a new platform dedicated to the membership of Algerian nationals living abroad in the national pension system. This platform, which will be put into service in March 2023, will facilitate the voluntary membership and registration of these Algerians, established abroad, in the national pension fund.

Moreover, according to the Minister of Labour, Employment and Social Security, these members will benefit from all social security benefits, including the CHIFA card.

Algerians living abroad: what conditions for voluntary affiliation to the national pension system?

To be able to voluntarily join the national pension system, members of the diaspora must meet certain conditions, cited in the decree published in the official journal No. 69. In particular, be of Algerian nationality. And be less than 55 years old on the date of affiliation.

In addition, Algerians established abroad wishing to join voluntarily must be registered with the Algerian diplomatic and consular authorities abroad. These persons must also carry out, outside the national territory, a professional activity subject to the salaried employees’ scheme or assimilated to an activity subject to the self-employed person’s scheme for their own account. The last condition is not to be subject to compulsory affiliation to the national social security system.

Modalities relating to the voluntary affiliation of Algerians abroad to the national pension system

To voluntarily join the national pension system, people fulfilling these conditions must pay a quarterly contribution to the social security organization in charge of social insurance for salaried workers. And this for the benefit of benefits in kind from health insurance, maternity and pension or retirement allowance, details article 8 of the same document.

According to this same decree, the rate of this contribution is set at 31.25% of the declared basis. And this, without being less than the minimum amount set in Article 10. According to the latter, the amount of this contribution is calculated on the basis of a base declared by the taxable person. The latter cannot be less than 3 times the reference salary set by the regulations in force. These contributions must be paid in convertible currencies.
