A number of Berlin districts are hoping for higher income from so-called parking space management in the coming year. However, they do not expect that the increase in parking fees decided by the Senate for 2023 will have a one-to-one impact on revenue, according to a survey by the German Press Agency (DPA).

The exact amount of the additional income depends, among other things, on whether drivers park to the same extent as before and take tickets from the machines. In addition, according to the information, the new fees should not apply everywhere on January 1st, because there are transitional periods until the end of 2023 for the changeover of the machines.

According to the district office, Steglitz-Zehlendorf assumes higher income, which has not yet been quantified. More controls are not planned in the southwest district. In Tempelhof-Schöneberg, the district office expects an increase of 25 to 30 percent. Significantly more controls are planned and also correspondingly more staff for this task.

Friedrichshain-Kreuzberg expects that the transitional period that will apply until the end of 2023 will be used at least in part and that higher fees will not be demanded everywhere right at the beginning of the year. It cannot be predicted with certainty whether this will also lead to more revenue from parking tickets and mobile phone parking. The controls should remain at the current level.

In Pankow, the assessment is similar: If the number of parking spaces remains constant, more income can be expected. Because Berlin’s traffic policy is aimed at further restricting car traffic, it is also conceivable that fewer paid parking spaces will be used in the future. The regulatory office plans to hire new employees for controls in the spring.

According to the district office, it is not yet possible to estimate how income will develop in the Mitte district. It can be assumed that some drivers will not take a parking ticket in a parking zone with a fee of 4 euros per hour because the expected ticket is 20 euros. One consequence should be more regular checks, so that a standard ticket can be increased from 20 to up to 40 euros.

In the districts of Reinickendorf, Lichtenberg, Marzahn-Hellersdorf, Treptow-Köpenick and Neukölln there are still no so-called parking space management zones with paid parking spaces. In Neukölln this is planned for 2023, in Treptow-Köpenick it is still being examined.

The red-green-red Senate decided to increase parking fees in November. Depending on the fee level, the hourly fees in Berlin will increase from one, two and three euros to two, three and four euros. A general exemption from the obligation to park is provided for parking bicycles, pedelecs, cargo bikes, light motorcycles and motorbikes in parking lots. (dpa)
