In January of this year, the leadership of the Union of Superior Personnel of the Federal Administration of Public Revenues (Upsafip), threatened with a measure of force if the salaries for judicial collectors were not updated. After several negotiations, the union led by Julio Estévez (h) reported: “We achieved a salary improvement of 260 percent in incomein what we can consider a record parity, but also in a resolution of strict justice for a sector that was neglected”.

The head of Upsafip indicated that “finally, the authorities recognized the increase in the fees that tax agents receive for judicial collection in the agency, which implied a recomposition of more than 260 percent” and added: “It was established that there will be an update every three months because it is tied to the value of the Tariff Unit (UMA) determined by the law on professional fees for lawyers.”

This agreement generated a “historical recomposition”, since a maximum fixed tariff of 14,000 pesos today will be more than 36,000 pesos. In this regard, the secretary of the section of Judicial Overseers of the union organization, Beatriz Magliocchi, assured that “There is no precedent in the state union world of such an achievement in favor of workers and workers”

He indicated that “this unprecedented increase partially recomposed what each AFIP lawyer receives for their activities and avoided the deterioration caused by inflation, due to the fact that they are tied to an updateable value” and remarked that with this agreement, the organization “sends a positive message to society, which is carrying out day by day the immense effort of paying taxes in a timely manner”.

Magliocchi pointed out that “with the previous situation, the defaulter who went to trial and delayed the payment of tax obligations with an inflation that unfortunately cannot be stabilized, was rewarded with a non-existent legal cost, so the decision is fair for the staff tax and the taxpayer”.

The agreement came just before a national strike

Estévez expressed that “in the midst of a conflict where the state of alert had already been ordered and an assembly of affiliates had been called to decide the date for a cessation of activities at the national level, we never abandon the possibility of dialogue, that it is the best way to solve the problems of the workers.” And he added: “We must also highlight the predisposition of the AFIP authorities to allow discussion and resolve the situation which, ultimately, is what we are looking for: To improve the purchasing power of the body’s staff as a whole”.

The leader insisted on highlighting the tasks of the Bailiffs, “nucleated in the Sectional Treasury Representatives -the most numerous in the House to represent the sector-. The joint ventures do not have an impact on their pockets since they live on their fees and these were virtually frozen and affected by the brutal annual inflation”.

He explained that “a sector that had its own maximum fee of 5,000 pesos (they were pesos equal to dollars), in 1997 (Disp. 171 DGI); 7,000 pesos in 2015 (Disp. 318/14 AFIP), today they charged a cap per trial of $14,000 which has now been modified”. In turn, he recalled that “100 percent of what the judicial agents charge is paid by the taxpayer outside of the collection, that is, it does not cost the AFIP a penny and 50 percent of what these taxpayers pay goes to the bag of all the personnel of the AFIP, so the claim is not only sectoral but is a benefit for the entire plant”.
