Around 60 apartments and 50 vehicles were damaged in the attack, said the city’s mayor, Andriy Sadovyi.
Emergency workers searched for more people trapped in the rubble.
In a video message to residents, Sadovyi said the attack was the largest targeting civilian infrastructure in the city since the start of the Russian invasion in February last year.
Hundreds of thousands of Ukrainian refugees from other parts of the east had taken refuge from the war in Lviv.
The country’s president, Volodymyr Zelenskyy, said on Telegram that “Unfortunately, there are injuries and deaths. My condolences to the families! Undoubtedly, there will be a response to the enemy. A tangible one.”
Zelenskyy also posted drone footage showing an aerial view of the damaged buildings. The third and fourth floors of a building hit by a projectile were destroyed.
