In the world, governments are beginning to wake up and react, regarding the actions of ChatGPT, I read with interest a note from the newspaper El País, where it reports that in Italy the authorities decided to prohibit the use of Chat GPT because a compilation is being made of personal data, and other countries such as Spain have decided through their Spanish Agency for Data Protection (AEPD) to submit a request to the Data Protection Committee of the European Union (EU) highlighting the need to assess the impact that ChatGPT can have in the protection of the personal data of the users. An AEPD spokesman indicates in an official statement that “the AEPD understands that global treatments that may have a significant impact on the rights of individuals require coordinated decisions at a European level.” The Spanish Agency made the request for the next plenary session of the Committee to discuss this issue “so that harmonized actions can be implemented within the framework of the application of the General Data Protection Regulation”.

The list of countries that join the rejections and disagreements continues; France’s National Commission for Informatics and Liberties (CNIL) reported that it is investigating various complaints about ChatGPT, although it did not provide specific details. Germany and Ireland were also considering taking Italy’s position.

In the United States, for its part, according to the Wall Street Journal, the Biden administration has begun to carry out analyzes and evaluate what kind of barriers it is necessary to place against this Artificial Intelligence (AI) tool and China, with its impenetrable gold regulations, has already put to work with your regulatory entity to put a stop to this ChatGPT.

Apparently the open letter of the “Future of life Institute”, signed by the most notable businessmen and scientists of digital technology, asking for reflection on the tools that are being generated with Artificial Intelligence is having an impact, at least on the authorities. of the different governments worldwide, who are visualizing all the social, economic, legal problems, not to mention the ethical ones that come from this GPT Chat if they continue to let it operate freely.

In Mexico, sadly we do not see any reaction from business sectors or authorities in this regard. It is like our Mexican network, many users browse it without protection, this is how it is with ChatGPT, many in Mexico are using it without being aware of the value of their personal data, of the information they are contributing to this machine, without receiving any protection type.

I am left with the valuable reflection and I share it with you this week, from the AI expert, Eliezer Yudkowsky, head of the “Machine Intelligence Research Institute”: “The most likely result of building a superhumanly intelligent AI, under anything remotely similar to the circumstances current events, is that literally everyone on Earth will die. Not as in “maybe there is some remote possibility”, but as in “it is obviously what will happen”. “We are not prepared to survive a super AI”, Yudkowsky explains: an AI will appear that “does not do what we want and does not care about us or about living beings who feel in general”. It would be necessary to imbue that feeling and concern for those lives in the AI, but currently “we don’t know how to do it”. In the face of such an AI and in the current situation, the fight would be useless. It would be “as if the 11th century were trying to fight the 21st century”.
