The creation and disappearance of the Institute of Health for Well-being (Insabi) is an adequate synthesis of this regime. Arrive, destroy what works because it is from the past, impose a very personal idea without prior analysis, use Congress as a mere procedure for it, fail and go back down the same path, which anticipates another failure.

The Insabi was already unsustainable due to budgetary issues and surely that will be the same path that many other occurrences will follow, at some point, such as, for example, the Banco del Bienestar.

The assistance programs that replaced a large part of social spending will also have to be modified at some point in the not too distant future. Planted Life, for example, no longer makes peasants plant trees, but instead plant parsley, and that’s no joke.

They did not go through the legislative branch, but their time will also come for the Felipe Ángeles airport and the Mayan Train.

Despite the obvious failures, this regime does not give up its efforts to destroy, to leave no stone unturned, of those institutions and programs that have been built for so many years and with so much effort in the country.

In fact, we see how a constant presentation of legal initiatives by the executive branch is underway through the obedient deputies and senators of Morena and its satellite parties that simply process it without even reading what they approve.

From plan B of the electoral counter-reform, the mining law, the railway service law, to the aberrant and not well-known reform of 23 laws on administrative matters that would give the final blow to business confidence.

The procedure has been the same, initiatives that arrive in a hidden and hasty way from the presidential house to the majority of Morena in Congress with the instruction to approve them by fast track, without negotiation or consultation with other parties or those affected.

Many of those laws have been in clear violation of the Constitution. Some, such as the modifications to the electricity law, had the operation of the Supreme Court when it was under the leadership of Minister Arturo Zaldívar and are in force in a clearly unconstitutional manner.

The instruction for that officialdom of parts that Congress has become is to prepare for the frantic last year of the current legislature and the initiatives that could land in Congress as of September that would have as their objective, not the announced transformation, but the destruction of any base that could be used for the institutional reconstruction of the country in the face of a possible electoral defeat next year.

López Obrador himself announced that he will send a constitutional reform initiative to hand over the National Guard to the Army as soon as the next legislature is formed after the June 2024 elections.

That, in the end, is nothing more than an anticipated campaign act because there is no measure of voting intention that advances, not even remotely, a qualified majority for the current regime.

What is a fact is that a 4T legislative blow is being prepared with a blitz of initiatives to leave no stone unturned in the institutional country we have known.
