Mexico City.- The federal Executive proposed to the Chamber of Deputies to refocus the rights obtained by paying the non-migrant fee, towards airport, tourist and cultural services, as well as to improve INM services.

President López Obrador presented an initiative to the Chamber of Deputies to change the Rights and Tourism laws, in order to allocate 80% of the resources obtained from the payment of the right of non-migrants, studies, projects and investments in infrastructure to charge of the parastatal entity in charge of airport and tourist services.

“It is proposed to use 80 percent of the proceeds from the concept of the right to accredit the condition of stay regarding visitors without permission to carry out paid activities that enter the Country for tourism purposes, for planning, studies, projects and investment in infrastructure in charge of the parastatal entity of the Federal Public Administration whose corporate purpose is the administration, operation and provision of airport, aeronautical, railway, tourist, cultural services, among others of a diverse nature”, it points out.

The initiative does not mention the parastatal entity to which it refers. Until now, these resources were concentrated in the National Fund for Tourism Promotion, the institution responsible for planning and developing sustainable tourism projects.

Hence, the proposal modifies the integration of the patrimony of said instrument to suppress as part of it the income from the collection of the non-migrant right.

To concentrate these resources, the federal Executive proposes the creation of a new trust.

“The initiative proposes that the income obtained from the collection of the aforementioned rights will be allocated to the patrimony of the unstructured federal public trust that constitutes said parastatal entity,” it states.

In accordance with the President’s initiative, the remaining 20 percent will be allocated to the National Institute of Migration to improve the services it provides.

“(The income obtained) in terms of visitors without permission to carry out paid activities who enter the country for tourism purposes, will be allocated 20 percent to the National Institute of Migration to improve services in immigration matters. provides,” he proposes.

The initiative affirms that with it it will be possible to develop infrastructure and provide better services for the population, as well as attract tourism, so that all people know the culture and greatness of Mexico and can visit all the archaeological zones and beaches of the Country.

“With these resources, the company with majority state participation generates jobs, educational opportunities, access to health and welfare services for the population, through the creation of sources of work and investment that will benefit economic activity, the foreign exchange and investment and the sustainable development of the nation”, he affirms.
