However, a few hours after publication, a clarification was made public: “Cubadebate denies the false news disclosed on social networks by a false profile of Cubadebate and another of its director, Randy Alonso, where the population is informed about the supposed elimination of the supply book,” indicates the statement from the official media.
And he adds: “We alert our readers to always check official profiles on social networks before disclosing any information.”
The supply book, the euphemism of the regime in Cuba to refer to the control and rationing of food, has become slimmer since its creation in 1962.
A few days ago, on Tuesday, December 5, the Cuban regime announced through its official channels several measures related to the granting of this booklet. According to the media GranmaResolution 101/2023 of the Ministry of Domestic Trade (Mincin), recently entered into force and published in the Official Gazette No. 82 Extraordinary, established rules for registering consumers, as well as measures to be taken by the nuclei in the Registry of Consumers.
Regarding the changes regarding the “sales control book for regulated food products for the population,” the official media detailed that they would have an impact on “Cuban natural persons with permanent domicile in the country, and for foreigners with permanent residence in the country.” National territory”.
Supply book deadlines
The resolution establishes the deadlines and conditions for deregistering from the supply book. The withdrawal, the statement indicates, must be processed within 15 business days after the death, in the event of the death of a member of the core. If the person is arrested, the discharge must be processed “within ten business days after three months of confinement.”
The withdrawal is also managed “when the removal or abandonment of the home is carried out due to compliance with a resolution or final sentence issued by the competent authorities, the withdrawal is processed starting ten business days after the removal”, as indicates the resolution.
In the case of a person who moves to a nursing home, whether temporarily or permanently, it is recommended to process the discharge before entering the center.
Two months outside Cuba: withdrawal from the notebook
For those who travel abroad from Cuba (temporarily) and must spend more than two months outside the country, the withdrawal is carried out before leaving the national territory.
On this point, the regime made clear its control over this document that has symbolized the decline of Castroism for more than 60 years:
“The regulations meant that the heads of the agencies of the Central State Administration, which authorize the sending of personnel abroad for reasons of work, study or cooperation for a period of more than two months, request them, before departure, the model of the certificate of deregistration of the food product sales control booklet issued by the Consumer Registry Office, in which it is registered, which remains in the custody of the organization until its return, for its reincorporation into the Consumer Registry “.
“The Consumer Registry Office, in the event of non-compliance with the deadlines established in the previous section, is empowered to carry out the cancellation ex officio, which is notified to the core through the retail establishment,” the document states.
And it adds, in Article 17: “When the total number of members in the core die due to death, departure from the country or transfer to another address, it will be canceled, unless the property title is presented in the name of the person. that requests discharge, as well as the updated identity card”.
It is followed by Article 18, which goes deeper into the issue of leaving the country: “When the deregistration is due to leaving the country and the components remaining in the food product sales control book were registered in a period of less than three months, they will be deregistered, unless the property title to the home is presented in the name of one of those registered in that book.
In Article 24, focused on the “Treatment of personnel abroad for reasons of work, study or cooperation, and returning for vacation periods”, the resolution informs: “For personnel who are abroad for reasons of work, study or cooperation permanent residents of Cuban or foreign nationality, who enter for vacation periods of thirty to ninety days, They are issued the pilot voucher for the acquisition of food for the duration of their stay.; The consumer presents the document issued by the entity in which he works, which reflects his name and surname, the time spent in the country and place of residence.
Family core
The resolution also includes regulations for the Consumer Registry offices to organize the groups in case they exceed 10 people. This, with the following breakdown: For nuclei of ten to 14 consumers, it is authorized to establish two, including the existing one; for cores with 15 to 19 consumers, the maximum number of resulting cores does not exceed three, including the existing one; for cores with 20 or more consumers, the maximum number of resulting cores does not exceed five, including the existing one.
