The government of the province, through the Ministry of Social Development and the Secretariat for the Rights of Children, Adolescents and Family, highlighted the importance of the service of Line 102 of attention to girls, boys and adolescents.

“The boys and girls line” is a specialized, free and confidential telephone service of the Comprehensive Rights Protection System, which coordinates and articulates local, provincial and/or national public policies, for the restitution or fulfillment of the violated right or need manifested by girls, boys or adolescents.

It works as a tool for prevention, promotion, dissemination and protection of the rights of children and adolescents. Its objective is to provide attention to girls, boys and adolescents in order to listen, contain, or derive in the cases that are necessary, to bring the existing public policies that allow this sector of the population access to their rights.

The numbers and reasons for the consultations

Since the hotline began operating in the province of Santa Fe, in September 2021, the team has received 1,483 calls, of which 70% have to do with some type of physical abuse, child sexual abuse and neglect, among others. Consultations on legal guidance were also received.

Among the reasons that stood out the most, 287 were for complaints of physical abuse, 334 for legal consultations, 169 related to negligence issues, while 123 consultations were received related to child sexual abuse and 74 for psychological or emotional abuse.

Regarding the geographical origin, calls were received from 111 towns in the province. In turn, coordination was carried out with other provinces where the line also operates and with Line 144, the number assigned for attention, containment and advice in situations of gender violence, in situations involving girls, boys and adolescents.

When receiving calls, a team of specially trained professionals carries out the operation of the line, providing care or referral. Currently, it is made up of five operators, two professionals who carry out administrative tasks and technical support, and two people who coordinate the space. Hours of operation are from 7 a.m. to 7 p.m., Monday through Friday. The line also works on holidays at the same times.

In all corners of the province

For the second stage of implementation, which begins after this first year and a half of implementation, the line is expected to be strengthened through dissemination campaigns and appropriation by children and adolescents, in coordinated work with all institutions, both public and private, as well as civil society, so that the information reaches all corners of the province.

In this regard, the Minister of Social Development, Danilo Capitani, stated that “we must highlight the importance of this initiative that already works throughout the country, and that it means a fundamental tool to guarantee more rights for girls and boys, and that enables an accompaniment and listening to those who go through conflictive situations”.

For her part, the Secretary for the Rights of Children, Adolescents and Family, Patricia Chialvo, recalled that “the proposal was generated by the National Secretariat for Children, Adolescents and Family in 2009 and became provincial over time. Today, more than a year and a half after its launch, we are proud that the provincial management has made the decision that Santa Fe has a free hotline for children and adolescents.

With national scope

Line 102 has a national scope, works throughout the country, and is operated by specialized teams from each province. The National Secretariat for Children, Adolescents and the Family (SENAF) accompanies the provincial organizations in their implementation, adaptation and strengthening.

In addition, it trains the work teams, provides technical and financial support, monitors its operation, systematizes the information from the calls, and facilitates institutional articulation.
