Juarez City.- The injuries sustained by police officer Ramiro Martínez Hernández, 51, finally ended his life. The officer died hours after he was struck early Thursday morning by a hit-and-run driver.

The officer was married and the father of four children, two men and two women, who remain orphans. He was doing his duty when the accident occurred, reported the Municipal Public Security Secretariat (SSPM).

The mishap registered on Santiago Troncoso avenue, at the height of Eleventh street, is not an isolated case: it is estimated that up to four accidents with total escape are registered daily in this city.

This leaves the victims in a totally defenseless state, who must also absorb the unexpected costs of hospitalization or funeral services, as shown by the data from the General Coordination of Road Safety (CGSV).

Arlín Vargas, spokesperson for this corporation, said that between January 1, 2023 and May 11, 542 road accidents were reported in which those involved fled.

Due to these mishaps, eight people died and 134 more were injured, he announced.

Although these facts are being investigated by the State Attorney General’s Office, through the Crimes against Life and Crimes against Physical Integrity and Damage Investigation units, not all of them have been clarified and those responsible have been brought before a judge, reported personnel from the dependence.

In Chihuahua, the Criminal Code establishes sanctions for those responsible for reckless accidents, in the case of homicide and injuries, which are aggravated if the driver is in a state of intoxication or fails to provide assistance.

Article 138 of the State Penal Code establishes that “when a homicide is committed recklessly due to the traffic of vehicles, one half more of the penalties provided for in article 73 will be imposed, when the victim is not assisted or the victim is given drain”.

Article 73 imposes sanctions from six months to five years in prison; a fine of up to 80 minimum wages and suspension from six months to 10 years of the right related to punishable conduct, except for those for which the law establishes a specific penalty.

A similar case occurred on May 2 on Avenida Tecnológico, when the driver of the Personnel Transportation unit collided with the cyclist Juan Castañeda Holguín, 64, who used the bicycle as his means of transportation. So far the case remains unpunished, despite the fact that there are videos of the traffic incident.

Highway agents report that “hit and run” is increasingly frequent among border drivers due to the lack of road culture and values, as people do not assume responsibility for their actions.

And although in many cases the guides who flee think that they will circumvent the action of justice, this is not always the case, since with the support of social networks and the video surveillance cameras that exist in the city, data can be found that allows the location of the aggressors.

This was precisely what happened in the case of officer Ramiro Martínez Hernández. The cameras of the Immediate Response Center made it possible to locate the unit involved in the Praderas del Sur subdivision.

Yesterday afternoon, the District Attorney’s Office in the North Zone reported that on Thursday, May 11 at 1:40 p.m., the SSPM made César Alberto LR, 24 years old, available to the Public Ministry; Adán Iram CS, 22 years old, and Neima Verónica C., 23 years old, for the crime of disobedience and resistance by individuals.

“Within the legal term, agents of the Public Ministry carry out the pertinent investigations to determine if the detainees are involved in the commission of any other crime and proceed to prosecute the file,” said Gabriela Cota, spokesperson for the Prosecutor’s Office.

César Alberto LR is indicated as the probable person responsible for the road accident, however, it will be up to the social representation to prove the commission of the crime.

César Alberto Tapia Muñoz, general coordinator of Road Safety (CGSV), maintained that since the suspect was arrested hours after the accident occurred, it was impossible to detect if he was intoxicated with any substance.

He pointed out that the only evidence of such an accident is a video, which was recovered and published by El Diario, in which “we can see that it is clear that he was not going in his five senses, but I do not want to be irresponsible because I do not It is clear, because the test was not done.”
