The new one is already underway agro dollarwhich contemplates until May 31 a differential exchange rate for the soybean complex and until August 31 for the regional economies. Everything was stipulated in two Necessity and Urgency Decrees (DNU) that were published today in the Official Gazette. In one of them, the new measures for those affected by the droughtand in the second one resets the Export Increase Program (FOOT).
Regarding the Export Increase Program, which sets the soybean dollar at 3 and the dollar for regional economies, it was accompanied by two annexes with the list of products covered by the measure. In the case of regional productions, where companies must first agree to adhere to the Program “Fair prices”, more than one was surprised by the appearance of an extensive list of products that represent almost everything produced in the field. Something that until now had not been commented from the official offices. Taking into account the scope of the provision, today a refrigerator that exports bovine meat or a wheat mill, could claim to sell to the international market with the differential exchange rate.
However, official sources confirmed to this medium that at this time the details are being finalized within the Ministry of Economy, of a Resolution that the Ministry of Agriculture will publish shortly in the Official Gazette, where there will be more specifications on regional products that will enter the differential exchange rate in force until August 31. Among those that will appear will be the dairy. In this way, the Government would be echoing the request of a group of governors who raised the need for the dairy to be declared a regional economy.
In the annex of the products of regional economies that were announced on the day of the date, are: Live animals; Meat and edible offal; Fish and crustaceans; Milk and milk products; bird eggs; Natural honey; Other products of animal origin; Live plants and floricultural products; Edible vegetables, plants, roots and tubers; Edible fruits and nuts; Coffee, tea, yerba mate and spices; Cereals; milling products; Oilseeds and oleaginous fruits; Gums, resins and other vegetable saps and extracts; Plaitable materials and other products of vegetable origin; Animal or vegetable fats and oils.
In addition, there are: Preparations of meat, fish or crustaceans, molluscs or other aquatic invertebrates; sugars and confectionery; Cocoa and its preparations; Preparations based on cereals, flour, starch, starch or milk; bakery products; Preparations of vegetables, fruits or other fruits or other parts of plants; Miscellaneous food preparations; Beverages, alcoholic liquids and vinegar; Beverages, alcoholic liquids and vinegar; Residues and waste from the food industries, and prepared food for animals.
Finally, it is detailed that the following products will be reached by the differential exchange rate: Tobacco and manufactured tobacco substitutes; Essential oils and resinoids; perfumery, toilet or cosmetic preparations; Albuminoidal substances; modified starch or starch products; tails; enzymes; Wood, charcoal and articles of wood; Cork and articles thereof; Manufactures of esparto or basketry; Silk; Wool and fine or coarse hair; horsehair yarns and fabrics, and cotton.
In addition to publishing everything related to the agricultural dollar in the Official Gazette, the Government launched a series of benefits that producers who are in regions declared in an agricultural emergency or agricultural disaster due to the effects of the drought. In the DNU 193 are the actions ordered by the AFIP, but not those that are related to credit lines.
The main measures adopted include the following:
– Suspension until the next productive cycle after the end of the emergency period and/or agricultural disaster due to drought, of the initiation of tax execution trials and lock of precautionary measures, under the terms of article 23 of Law No. 26,509 and its amending. For the same period, the course of the procedural terms, the prescription and the expiration of the instance will be suspended.
– Suspension, until the end of the productive cycle following the one in which the state of emergency and/or agricultural disaster ends, of the payment of advances corresponding to taxes on income and/or on personal assets and/or from the fund for cooperative education and promotion, whose maturities would have been set between February 1, 2023, inclusive, and the end date of the validity period of the aforementioned state of emergency and/or disaster.
– Deferring until the end of the productive cycle following the one in which the state of emergency and/or agricultural disaster due to drought ends, the expiration of the payment obligations of affidavits reached by the state in question, corresponding to taxes on profits -excluding the scheduling tax provided for in Chapter II of Title IV of the Income Tax Law, text ordered in 2019 and its amendments- and/or on personal property and/or fund for education and cooperative promotion.
On the other hand, one of the articles of DNU No. 194, which provides for the soybean dollar and the agricultural dollar, establishes that a proportion of the sums that the State receives as export duties will be used to finance “Programs whose purpose is address the negative effects of the drought. That is, part of the proceeds will go to a relief fund.
