According to the testimony, the person who testified directly told the state officials who were in charge of Ichisal that it was not feasible to request a loan in the name of the Institute to cover an acknowledgment of debt, and that it would be six months to cover the debt that was pending for 401 million pesos and that was at the request of the Ministry of Finance.

He stressed that this credit had a cost of 24.3 million pesos in interest and other commissions of the institution, while the rest of the 401 million pesos would be delivered to an account that the Ministry of Finance indicated.
